RESEARCH -- The purpose of this survey is to locate sources for the
repair/overhaul of the M1A1 Gunners' Quadrant (non-tritium) required in
support of the Army's fleet of Howitzers and Tanks. NSN/PN:
1290-00-891-9999/7197156. The quantities for repair will range from 200
each to 500 each. The contractor will be required to repair the items
listed in accordance with the TDPL 7197156 dated 06 Jun 94. When
completed, the contractor will be required to certify that the
quadrants conform to the referenced technical data package. Upon
receipt of the quadrants, the contractor will perform an inspection to
determine if the quadrants are economically repairable, and to report
the findings to the Contracting Officer. The contractor will be
required to provide a Certificate of Conformance (COC), which will
state in part the condition code of the repaired/overhauled quadrants.
Commercial quality assurance procedures and plans commensurate with
ISO 9002, or an approved alternate shall be in place at the time of
contract award. Product acceptance criteria shall be in accordance with
applicable item specifications. Transportation of the components to the
contractor's facility will be by government bill of lading, or
government vehicle. The contractor will be required to store completed
quadrants until disposition instructions are provided. The Contracting
Officer will provide final shipping instructions. Companies must
demonstrate that they have knowledge of the M1A1 Gunners' Quadrant, and
have had past experience performing work on this or similar items.
Companies will be required to warrant that the overhauled/repaired
quadrants will perform satisfactorily when used for their intended
purpose. Companies must have the knowledge and necessary test equipment
to evaluate and test the quadrants, upon receipt and prior to shipment.
