OF INSTALLATION SUPPORT SERVICES AT PARKS RESERVE FORCES TRAINING AREA
(RFTA), DUBLIN, CA. An A-76 cost comparison study is being conducted
of the Installation Support Services at Parks Reserve Forces Training
Area (RFTA), Dublin, CA in accordance with the OMB Circular A-76,
Performance of Commercial Activities. The entire base operations,
encompassing approximately forty-two spaces is under review and it is
undetermined at this time how many spaces will be Government In Nature.
The Parks Reserve Forces Training Area consists of 134 buildings and
2747 acres of which 650 acres are improved grounds. The Contracting
Office at Fort McCoy anticipates issuing a Request for Proposal using
FAR Part 12 and Part 15 for an estimated base period of performance
from January 2000 through December 2000 with four one-year option
periods. The anticipated contract type will be Firm Fixed Price. The
anticipated solicitation date is 15 June 1999. The Standard Industrial
Classification (SIC) Codeis 8744 and the small business size standard
is $5 million annual average gross revenue of the concern for the last
three fiscal years including Foreign and Domestic affiliates. NOTE: THE
SIZE STANDARD HAS BEEN CHANGED TO $5 MILLION AND IS NOT $20 MILLION AS
PREVIOUSLY PUBLISHED ON 25 NOVEMBER 1998 AND 6 JANUARY 1999. Based on
the results of the cost comparison the Government may elect to award
a contract or to retain the functions in-house. Services include
complete operation of LOGISTICS SUPPORT SERVICES DIVISION which
includes 1) Transportation Services Branch, 2) Installation Property
Book Support Branch, 3) Supply and Services Branch, 4) Housing and
Billeting Branch and 5) Morale, Welfare and Recreation Branch; PUBLIC
WORKS SERVICES DIVISION; PLANS AND TRAINING SERVICES DIVISION which
includes 1) Training Facilities Branch, 2) Plans and Operations Branch
and 3) Range Control Branch; ADMINISTRATIVE SUPPORT SERVICES which
includes 1) Mail/Distribution Room, 2) Public Affairs Services Branch,
3) Information and Automation Management Support Branch and 4)
Resource and Financial Management Support Branch. The above services
are not all inclusive. Contractors are required to provide all
management and labor required for the operation and management of the
functions listed. Respondents must identify expertise in the above
functions by submission of a capability statement; past performance
within the last two years of similar type contracts and include client
point of contact, estimated value and references. Capability
statements should not exceed 10 pages. Respondents must identify their
business size. If subcontracts are to be used, provide anticipated
percentage of effort to be subcontracted and whether small or large
businesses will be used. Submit this information to the attention of
