Division of the Federal Bureau of Prisons is seeking a contractor to
provide, on a non-discriminatory basis, clinical outpatient renal
dialysis and ancillary services for Federal inmates housed at the
Federal Correctional Institution in Otisville, New York. Renal dialysis
treatments shall be the primary service provided under the terms of the
proposed contract. Ancillary services shall be considered secondary and
shall be provided on an as needed basis consisting of, but not limited
to, the following supplies/services: (1) Renal Specialist Evaluation,
(2) Special Medications (i.e., blood pressure, pain medication,
antibiotics, etc.) and (3) Lab Tests (i.e., ex-ray examinations, blood
tests, urinalysis, etc.) The Contractor shall agree to accept HIV
positive inmates as patients for these services. Due to various issues
involved with the transportation of Federal inmates to and from the
medical facility, a geographical restriction is being placed on this
requirement. Only Dialysis service providers within a 35 mile radius of
the Federal Correctional Institution in Otisville, New York need submit
requests for solicitation/consideration. Interested parties shall
submit in writing, a request for solicitation via ONE of the following

Office Business Office, 320 First Street, NW, Suite 5002, Washington,
DC 20534, ATTN: Donna Fox, Contracting Officer or (3) Email to
DFOX@BOP.GOV. Telephonic requests for solicitation will not be
accepted. Questions or clarifications regarding the solicitation must
also be submitted in writting via one of the above 3 methods. The
Bureau of Prisons intends to make a single award on an Indefinite
Delivery/Indefinite Quantity (ID/IQ) contract based on a guaranteed
minimum of 1872 and an estimated maximum of 3900 renal dialysis
treatments per year. Guaranteed minimums for the base period will be
adjusted accordingly based on the actual dateof award and the number of
remaining months in the fiscal year. Award will be based on the overall
evaluation of the most favorable proposal submitted in accordance with
the Statement of Work and evaluation criteria, with technical
superiority being the prominent evaluation factor. The due date for
receipt of proposals has not yet been determined. A due date will be
