this solicitation will be to = provide Professional Services. These
will include but are not limited to Architectural, Engineering,
Technical, Real Estate, professional = and administrative support
personnel for area covered by the Capital = Metro FSO. Contractors must
have a minimum of three (3) years = experience as of the date of issue
in Professional Services type contracts. The dollar limitation of the
contract will be $5,000,000.00 with a two = (2) year base term and
three (3) one-year renewal options. Offerors = will be required to
submit one (1) "multiplier" to be applied to the straight time of
various categories of personnel listed above. = The multiplier must
contain the offeror's overhead such as costs for administration and
accounting; fringe benefit costs, i.e., holiday payroll costs for the
ten holidays the U.S. Postal Service is = closed, vacation, sick leave,
and health benefits. Additionally, an = employee has an option to
receive health premium costs as a payment in = addition to their base
hourly rate. (Whether or not the employee opts for health benefits, the
mark-up factor described above would be the = same and would be applied
to their base salary.) No allowance for such items will be made after
contract award. Offers will be evaluated based on a combination of
supplier capability, past performance = and price. Offers are due by
