R -- TELEPHONE CENTER ASSESSMENT SOL 8-66008-GS POC Gloria Smith, 301/457-1867 The Bureau of the Census (BOC) currently has a contract with Oetting & Company of New York, NY to provide professional services in support of its Telephone Questionnaire Assistance (TQA) Program. The BOC intends to modify this contract to include the requirement to perform an assessment of the BOC's three telephone centers located in Jeffersonville, IN, Tucson, AZ and Hagerstown, MD. This assessment will include an evaluation of the current business requirements of the telephone centers, conduct a gap analysis and make recommendations for both short and long term enhancement goals. In addition, perform a technology evaluation of the current platform and identify the short and long term telephone center objectives. Identify the requirements for upgrades and service enhancements necessary to support the recommended strategy. The BOC will be utilizing the Jeffersonville, IN telephone center in the TQA operation. It is the BOC's belief that because of Oetting's in-depth knowledge of the BOC's TQA project and their expertise in the areas of telephone center operations and telecommunications, a competitive acquisition would require a substantial duplication of cost to the Government and create unacceptable delays in fulfilling this requirement. Sources capable of meeting this requirement are invited to respond to this announcement by submitting information that includes their technical capabilities, pricing and any other information which demonstrates their ability to meet this need. The information provided will only be considered if it shows clear and convincing evidence of the ability to fulfill the Government's requirement, and that it is advantageous for the Government to consider such sources.
