solicitation/RFQ for commercial items prepared in accordance with the
format in FAR Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; quotes are being requested and a written solicitation
will not be issued. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). The purpose of this
procurement is to provide to the Government one (1) Hazardous Materials
(HAZMAT) Mobile Decomtamination Trailer with the following listed
minimum requirements: 1. General Dimensions: a. Lenth of body-28 feet,
+ or -- one foot. b. Width of body-8 feet. c. Overall length-32 feet,
+ or -- one foot. d. Overall heigth-12 feet, + or -- six inches. e.
Interior ceiling heigth- 7 feet. 2. Chassis: a. Three (3) high speed
axles with electric brakes and six 16-inch wheels and tires with one
spare, total of seven wheels and tires. b. 10,000 lb. tongue jack. c.
Four trailer stabilizer jacks. d. tongue coupler-2 5/16-inch ball type.
3. Body Structure: a. All steel frame construction. b. Floor design to
eliminate wheel boxes. c. .040 thick aluminum exterior siding with
enamal finish. e. R12 rigid foam insulation throughout. f. Two (2)
heavy duty aluminum framed entry/exit doors 32-inches wide by 78-inches
high with grab bars. g. Sufficient interior/exterior access doors for
all compartments. 4. Body Interior: a. One "Dirty Room" at rear of
trailer with utility sink and swing away eye wash, benches, restroom,
footflush toilet, exhaust fan, lights, dispensers, wash maching hook-up
(120V) and plumbing. b. One "Shower Room" in center of trailer with
four (4) shower stalls with OSHA compliant air lock curtain system. c.
One "Clean Room" at front of trailer with two (2) aluminum benches,
Electrical control panel, Dryer hook-up (LPG) and floor drain plumbing.
5. Electrical System: a. One Diesel powered seven (7) KW Generator and
shore power capability (12V DC/120-240V AC system) controlled by load
center in "Clean Room". b. One 100 amp load center panel box with
properly sized breakers located in the "Clean Room" for All trailer
electrial control. c. One 100 amp manual transfer switch (NEMA 3R) for
tranferring power from generator to shore power to A/C load centers.
d. Sufficient fluorescent lighting in all rooms operated by 3-way
switches located in all rooms. e. Two porch lights at entry/exit doors.
f. California Highway legal electrical lighting on trailer with
clearance, marker, and ID lights. 6. Additional Features: a. 30 Gallon
diesel full tank and plumbing system for generator. b. Ten amp
Generator battery charger kit. c. 400 gallon Potable tank,
polyethylene/w liquid level gauge. d. 400 gallon Grey water tank,
polyethylene/w liquid level gauge. e. 40 gallon Black water tank,
polyethylene/w liquid level gauge. f. One stainless steel Exterior hand
wash unit with faucet on street side of trailer with plumbing to grey
water tank. g. One Utility stainless steel sink with faucet in dirty
room plumbed to grey water tank. h. One stainless steel swing-out
eyewash station mounted to the sink filter with 5 micron particulate
filter. i. Two LPG instantaneous hot water heaters accessable from the
exterior of the trailer. j. One on board potable water pump rated at
16 GPM/3/4 hp connected to potable water tank. k. City water inlet with
3/4-inch garden hose connection to potable water tank. l. One roof
mounted air conditioning unit rated for at least 1.5 tons of cooling
and .5 tons of heating. m. One 300 CFM negative pressure air handler
with HEPA filtration for service in "Dirty Room" and including
differential pressure gauges. Quoters may list in their proposal,
additional features included for consideration, at no additional cost
to the Government. The provisions and clauses in the RFQ are those in
effect through FAC 97-10. This procurement is a total small business
set-aside. See Note 1. The SIC code and the small business size
standard for this procurement are 3715 and 500 employees, respectively.
The quoter shall state in their quotation their size status for this
procurement in FAR Part 52.212-3, Representations and Certifications.
All qualified responsible business sources may submit a quotation which
shall be considered by the agency. Delivery to NASA Ames Research
Center is required within 60 days ARO. Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-C9. Quotations
for the items(s) described above may be mailed or faxed to: NASA Ames
Research Center, Plant Engineering Branch, Attention: Michael J.
McIntyre, Bldg. 19, Room 1021, Moffet Field, CA. 94035-1000,
(FAX:(650)604-7354) by the date/time specified and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters shall use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Itemsform found at URL:

Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and
Certifications REQUIRED by FAR 52.2l2-3 may be obtained via the

52.212-4 is applicable. FAR 52.212-5 is applicable and the following
identified clauses are incorporated by reference. Applicable clauses
are: 52.222-3, 52.233-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36,
52.222-37, 52.225-3, 52.222-41, 52.222-42, ARC 52.232-93, and ARC
52.204-93. Questions regarding this acquisition must be submitted in
writing no later than February 17, 1999. Quotations are due by 2:00PM
PST on 2/24/99 to the address specified above. Award will be based upon
overall best value to the Government, with consideration given to the
factors of proposed technical merits, price and past performance; other
critical requirements (i.e., delivery) if so stated in the RFQ will
also be considered. Unless otherwise stated in the solicitation, for
selection purposes, technical, price and past performance are
essentially equal in importance. It is critical that offerors provide
adequate detail to allow evaluation of their offer (see FAR
52.212-1(b). Quoters shall provide copies of the provision at 52.212-3,
Offeror Representation and Certifications -- Commercial Items with
their quote. See above for where to obtain copies of the form via the
Internet. An ombudsman has been appointed -- See Internet Note "B". It
