70 -- COMPUTER EQUIPMENT -- REVISED SOL NMA201-99-T-0001A1 DUE 021699 POC Steven J. Johnson, Phone: 301-227-7817 This amendment deletes the synopsis/solicitation dated 1/20/99 in its entirety and replaces it with the synopsis/solicitation below. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Requirement: Item 01, Engineering/Graphics Workstation, Quantity 102 (comprised of 78 CWS-monitor configured workstations and 24 PDWS-monitor configured workstations). Each workstation shall be comprised of the following components, at a minimum: 2 400MHZ (minimum) Pentium II or Pentium Xeon processors. 512KB Cache Memory (minimum). A minimum of 7 PCI slots, comprised of 6 full size slots (in any combination of 32 or 64 bit slots) and 1 PCI/ISA slot. 3 internal half-height drive bays containing 1 CD-ROM (minimum 24X SCSI), 1 3.5" floppy drive and 1 open bayfor future use. 3 Hard Drive Bays with Ultra-wide SCSI2 interface to contain a minimum of 18.2GB disk storage (using 2 9.1GB drives). 256MB ECC SDRAM DIMM (minimum) expandable to 1GB. 6 DIMM Sockets. 1 500 watt (minimum) Power Supply. 3 Cooling Fans with 1 on power supply and 2 on the chassis. 5 Ports -- 1 for PS/2 mouse, 1 for PS/2 keyboard, 2 serial (COM) ports, and 1 50-pin external SCSI port. 1 Sound Card (Sound Blaster/Ensoniq Audio PCI, Model ES1371, or equivalent). 1 Keyboard which shall be multi-media capable (speakers built into keyboard with volume control). 1 3-button mouse (MS IntelliMouse or equivalent). 2 SVGA Monitors for each CWS workstation with each monitor having a 21" screen and .22mm dot pitch and 2 SVGA Monitors for each PDWS workstation with each monitor having a 27" screen and .28mm dot pitch. All monitors shall have 2048x768 resolution capability @ 60Hz (across each monitor set) with a minimum of 65,536 colors and come with mounting brackets which allow them to be attached to Intergraph Ergostands, Model Nos. FDSP300B4 (for CWS), FDSP300BA (for CWS) and MESAJ120C (for PDWS). Bidders may request Ergostand drawings, available in Powerpoint97, by sending an e-mail to the address below. 1 Video subsystem using no more than 2 PCI Slots. Each component video card (Matrox Millenium II or equivalent) shall have a minimum of 4MB RAM. The monitors shall operate together as one virtual screen. All necessary cables. Operating system software Windows NT 4.0. Item 2, Production Servers, Quantity 16. Each server shall be comprised of the following components, at a minimum: 2 (expandable to 4) 400MHZ (minimum) Pentium II or Pentium Xeon processors. 512KB Cache Memory (minimum). A minimum of 8 PCI slots, comprised of 7 full size slots (in any combination of 32 or 64 bit slots) and 1 PCI/ISA slot. 3 internal half-height drive bays containing 1 Plextor Rewritable CD-ROM, Model No. PX-R820Ti/PCI, with SCSI controller, 1 3.5" floppy drive and 1 8mm tape drive. 4 Hard Drive Bays each with Ultra-wide SCSI2 interface and a minimum of 27.3GB disk storage using 3 9.1GB drives (hot swappable). 256MB ECC SDRAM DIMM (minimum) expandable to 1GB. 1 Disk Array Controller that supports RAID levels 0, 1, 3, and 5. 1 540 watt (minimum) Power Supply. 3 Cooling Fans with 1 on power supply and 2 on the chassis. 3 PCI Buses. 5 I/O Ports -- 1 for PS/2 mouse, 1 for PS/2 keyboard, 1 serial, 1 50-pin external SCSI and 1 parallel port. 1 104 (standard) Keyboard. 1 3-button mouse (MS IntelliMouse, or equivalent). 1 SVGA Monitor having a 17" screen and .28mm dot pitch, 1068x768 resolution capability @ 72Hz, and a minimum of 256 colors. 1 video card (Matrox Millenium II or equivalent) having a minimum of 4MB RAM. All necessary cables. Operating system software Windows NT 4.0. Item 03, Hewlett Packard Large Format Plotter, Model No. HP3000CP, including appropriate connections/cabling to the production server, Quantity 3. Item 04, Hewlett Packard Small Format Plotter, Model No. HP2500CP, including appropriate connections/cabling to the production server, Quantity 5. Item 05, Production Backup and Intranet Servers, Quantity 2. Each server shall be comprised of the following components, at a minimum: 2 (expandable to 4) 400MHZ (minimum) Pentium II, Pentium Pro or Pentium Xeon processors. 1MB Cache Memory (minimum). At least 9 PCI slots, comprised of 8 full size slots (in any combination of 32 or 64 bit slots) and 1 PCI/ISA slot. 3 internal half-height drive bays containing 1 CD-ROM (minimum 24X SCSI), 1 3.5" floppy drive and 1 Iomega ZIP100 SCSI Drive with SCSI Zoom Card. 2 internal Hard Drives each with 9.1GB memory (minimum) and Ultra-wide SCSI2 interface. 512MB ECC SDRAM DIMM (minimum) expandable to 4GB. 1 Fibre Channel (Arbitrated Loop) RAID Disk Array Controller. 1 hot swappable 540 watt (minimum) Power Supply. 3 dual hot swappable Cooling Fans with 1 on power supply and 2 on the chassis. 1 104 (standard) Keyboard. 1 3-button mouse or (MS IntelliMouse, or equivalent). 1 SVGA Monitor having a 17" screen and .28mm dot pitch, 1068x768 resolution capability @ 72Hz, and a minimum of 256 colors. 1 video card (Matrox Millenium II or equivalent) having a minimum of 4MB RAM. 1 64 bit PCI host adapter for Fibre Channel connection to the Fibre Channel Disk Array Controller. All necessary cables. 1 copy of Seagate/Backup Exec for NT servers, Multi-server Edition, Version 7.2 or later. Item 06, CWS Workstation Replacement Monitors, Quantity 43 sets. Each Monitor set shall be comprised of the following: 2 SVGA Monitors each having a 21" screen, .22mm dot pitch, 2048x768 resolution capability @ 60Hz (across the monitor set) with a minimum of 65,536 colors, and mounting brackets which allow them to be attached to Intergraph Ergostand, Model Nos. FDSP300B4 and FDSP300BA. 2 Matrox Millenium II graphics cards or equivalent. Item 07, PDWS Workstation Replacement Monitors, Quantity 5 sets. Each Monitor set shall be comprised of the following: 2 SVGA Monitors having a 27" screen, .28mm dot pitch, 2048x768 resolution capability @ 60Hz (across the monitor set) with a minimum of 65,536 colors, and mounting brackets which allow them to be attached to Intergraph Ergostand, Model No. MESAJ120C. 2 Matrox Millenium II graphics cards or equivalent. Item 08, 4.35GB Disks, Quantity 50. Item 09, 9.1GB Disks, Quantity 94. Item 10, Memory -- 128MB ECC EDO RAM, Quantity 123. Item 11, Hewlett Packard Laser Printer, Model HP Laser Jet 4000se, including appropriate connections/cabling to the production server, Quantity 2. All equipment shall include a three year warranty. The Offeror and/or its subcontractor(s) shall be responsible for all assembly and installation. The Offeror and/or its subcontractor(s) performing assembly shall be ISO 9002 certified. Installation and on-site warranty repairs shall be the responsibility of the Offeror and/or its subcontractor(s) and shall be performed by personnel possessing a DoD TS/SCI security clearance. Installation and on-site warranty repairs shall be performed in work areas with minimum impact to ongoing production. Offerors may be requested to provide past performance information in support of the Government's bid evaluation. The equipment shall be delivered and installed at the addresses below: NIMA, 4600 Sangamore Road, Bethesda, MD 20816-5003 or NIMA, 3838 Vogel Road, Arnold, MO 63010 or NIMA, Defense Mapping School, Building 220, Middleton and 23rd Street, Ft. Belvoir, Virginia 22060-5921. Delivery of all items is F.O.B. Destination. Desired delivery is no later than 30 days after contract award with the Offeror's specific delivery requirements delineated in its proposal. This solicitation incorporates those provisions and clauses in effect through FAC 97-09 and the current version of the DFARS as of the date of the synopsis. The following clauses apply to this solicitation: FAR 52.212-1, FAR 52.212-2 (evaluation is based on best value (to include price, technical and past performance) of the overall requirement. There will be only one award.), FAR 52.212-3 and DFARS 252.212-7000 (both to be provided with quotation), FAR 52.212-4, FAR 52.212-5 and DFARS 52.212-7001 (appropriate clauses will be defined at time of award, IAW w/ the FAR and DFARS) and DFARS 252.204-7004. Clauses are not applicable if items are ordered via GSA/Agency Schedule/Contract Vehicle (except 252.204-7004). In this case, the Schedule/Contract Vehicle terms and conditions shall apply. All information technology must be Year 2000 Compliant IAW the definition under FAR 39.002.
