synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. The RFQ number 99-Q-021 issued as a
Request for Quotes (RFQ). The Solicitation document and incorporated
provision and clauses are those in effect through Federal Acquisition
Circular 97-08. This action is a 100% small business set-aside. The SIC
Code is 5045 computer equipment, peripherals and software, and the
small business size standard is 500. Offers shall provide a price
proposal for the following items (no substitutions will be accepted)

ID, Duns Number, and SIC Code in your quote): ITEM (1) Microsoft
Windows 95 Maintenance Licenses, Eighty (80) Each
$______________without media and if available a no cost Upgrade to
Windows 98. ITEM (2) Microsoft Word 6.0 Competitive Upgrade License,
Four Hundred (400) Each $__________ with media provided on CD-Rom. ITEM
(3) Microsoft Office 97(Professional) Competitive Upgrade License Three
Hundred Fifty (350) Each $_______________ with media provided on
CD-Rom. All items stated above must be restated in your proposals as
stated above, if all items are not restated your proposals will be
considered non-responsive. DELIVERY 15 days After receipt of order
(ARO). All hardware, software and firmware shall be year 2000 compliant
as defined under FAR Part 39. Delivery is FOB DESTIONATION with all
freight included in delivered price. Deliver to U.S. Secret Service --
IRMD, 1800 G Street, N.W., Suite 1000, Washington, DC 20223. The
following FAR Provisions are applicable to this RFP -- FAR 52.212-1,
Instructions to Offerors -- Commercial; Far 52.212-3, Offeror
Representations and Certifications -Commercial Items; FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items; FAR 52.212-5
Contract Terms and Conditions Required to Implement Statues or
Executive Orders -- Commercial Items. Offerors must include a signed
copy of the Representation and Certifications with their offers. Copies
of the Representation and Certifications are available on-line; at
either www.farsite.hill.af.mil or GSA's web page at www.arnet.gov/far.
The contract specialist will not accept telephone calls requests for
copies of the FAR Provisions. The Government intends to award a firm
fixed price contract to the responsible offeror whose proposal,
conforming to the items listed herein, will be the most price
advantageous to the Government. Award will be on an all-or-none basis
with respect to the listed items. All offers, which shall include the
price proposals and signed copy of the Representations and
Certifications, shall be mailed to the U.S. Secret Service, Procurement
Division, 1310 L Street N.W., Suite 730, Washington, DC 20223, Attn:
Stephanie Gales, for receipt no later than 3:00 P.M. February 12, 1999.
Award is anticipated within two weeks after receipt of proposals. See
