This is a sources sought for the following synopsis/solicitation for
commercial items prepared in accordance with (IAW) the format in the
Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation: a written solicitation will not be
issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The
solicitation will be issued on the world-wide web and can be found at

Solicitation F44600-99-T0112 is issued as a Request for Quote (RFQ)
using Simplified Acquisition Procedures under the test program for
certain commercial items found at FAR 13.5. (iii) The solicitation
document incorporates provisions and clauses that are in effect through
Federal Acquisition Circular (FAC) 97-10 and Defense Acquisition
Circular 91-13. It is the contractors responsibility to be familiar
with all applicable clauses and provisions. (iv) The 1st Contracting
Squadron requests responses from qualified sources capable of providing
SARA Software Licenses and Annual Maintenance Agreement, Manufactured
by McDonnell Douglas Corporation, a wholly owned subsidiary of The
Boeing Company, P.O. Box 516, St. Louis, MO, 63166-0516. Purchase is
for thirty-five (35) each Squadron Assistance/Risk Assessment (SARA)
Software Licenses and Annual Maintenance Agreement, with possible
option to increase the quantity. This is a commercial off-the-shelf
item. SARA has been developed by Boeing using internal company funds,
affording Boeing sole proprietary rights to the software. Accordingly,
SARA software is not available from any other source. SARA is a
unit-level tool designed to assist military aviation organizations in
the conduct of daily activities. The software facilitates daily
scheduling, accumulates unit data, and permits risk analysis of the
data from a crew qualification perspective. SARA will run either
stand-alone or in a network configuration. The tool is comprised of two
separate applications designed to work in concert with one another. (v)
The following requirements are applicable: (1) General: SARA Core
Application: Engineered in Microsoft Access 2.0. Comprised of a
front-end (application) that links to a separate back-end (database) to
provide flexibility in deployment and application evolution. Over 300
table objects (relational model with referential integrity), 800 query
objects (SQL definitions), 450 form objects (screens and dialogs), 100
report objects manipulated at runtime to create hundreds of report
variations, and many thousands of lines of code interacting with the
above objects. Designed to run in the Microsoft Access 2.0 runtime
environment, the SARA core application provides the interface to define
and manage unit data. The SARA core application provides capabilities
in the following areas: Basic Schedule Generation, Operational Risk
Management, Crew Management, Operational (TR) Syllabus Management,
Student Syllabus Management, Combat Readiness Management, Core
Competency Readiness Management, Qualification Currency Management,
Mission Currency Management, Mission/Event/Flying Time Management,
Subjective Rating Management, Resource Planning (Tracking), Information
Summaries (on screen, printed report), and Crew/Log Import/Export in
Support of Detachment Operations. The core application will run in a
Microsoft Windows 3.1, 98, or NT environment. The core scheduler
permits the generation of unit schedules; however, advanced scheduling
features are not available until the user activates the separate SARA
Advanced Scheduler application engineered in Microsoft Visual C++5.0.
SARA is distributed with a runtime version of Microsoft Access 2.0,
eliminating the need to install a full, retail version of Microsoft
Access 2.0 to run the program. A full retail version of Microsoft
Access 97 is a highly desirable component for any SARA computer. (2)
Materials: All materials shall be new and conform to applicable
standards specifications. Hardware/Software: Windows 95/NT 4.0+.
Training and distribution of SARA will be performed at Contractors site
by The Boeing Company. (vi) Delivery: Date of delivery will be no later
than February 10, 1999 however, an earlier delivery date is desired.
Place of Delivery and Acceptance for thirty-five (35) SARA Software
Licenses will be made available at the Contractor site on scheduled
training dates. Responsibility and Inspection: Unless otherwise
specified in the contract or purchase order, the supplier is
responsible for the performance of all inspection requirements and
Quality Control. (vii) The following FAR provisions and clauses are
applicable to this procurement: 52.212-1, Instructions to
Offerors-Commercial Items (AUG 1998) is hereby incorporated by
reference. (viii) Solicitation provision at FAR 52.212-2, Evaluation
