a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation
(ITC-RFQ-99-0006) is issued as a Request for Quotation. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-09. The U.S.
International Trade Commission requires the products and services of a
vendor capable of providing and installing systems furniture. The
vendor shall install the systems furniture in the Dockets Section of
the Office of the Secretary. GENERAL SPECIFICATIONS: The vendor shall
provide off-the-shelf Herman Miller AO2 components with Meridian
File/Storage cabinets. The Herman Miller components can be new or
remanufactured. The panel fabric shall be Medium Blue or a comparable
color. Fabric for all backboards and flippers shall be Burgundy or a
comparable color. All laminated working surfaces and metal trim shall
be MT (medium tone) color. The vendor shall install all components as
illustrated in the design provided by the Commission. All components,
either new or remanufactured, shall meet the specifications stated in
the design diagrams. The flipper doors and pedestals in each
workstation shall be keyed alike. The vendor shall provide a master key
the opens all locks on the systems furniture. The vendor shall install
the systems furniture in the Commission building, located at 500 E
Street SW., Washington, DC 20436. All quotations shall include: (1)
Price to provide systems furniture, (2) Price to install systems
furniture according to the Commission's design diagram, and (3) a
narrative detailing its plan for installation of the system furniture,
including timeframes for installation. Copies of the following
documents will be provided to each vendor upon request: (1) Overall
design of Dockets Section, (2) Panel layout for Dockets Sections, (3)
Power requirements for Dockets Section, and (4) Parts List. To request

Kearns or send a request to the Contracting Office specified below.
Within 20 days after award of the order, the vendor shall present their
detailed installation plan to the Commission for review and approval.
The Commission will review and approve the installation plan within 14
days after receipt. If required, the vendor shall make changes to the
installation plan. The vendor shall provide a finalized plan to the
Commission within 20 days after the requested changes to the plan have
been provided. The provisions at FAR 52.212-1, Instructions to
Offerors-Commercial Items applies to this acquisition. The provision at
52.212-2, Evaluation -- Commercial Items applies to this acquisition
with evaluation as to price, technical capability and past performance.
For evaluation purpose, price is considered most important, followed by
technical capability and past performance. Technical capability of the
offered product(s) and the vendors narrative for its installation of
the systems furniture shall be evaluated to determine if the product
offered best meets the specifications set forth in this solicitation.
Past performance will be evaluated to ensure satisfactory business
practices and timely performance. The Government will award an order
that represents the best overall value to the Government. Quotations
shall include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications -- Commercial Items, unit and
extended price for all requested items, and prompt payment terms with
their quotations. The clause at FAR 52.212-4 Contract Terms and
Conditions -- Commercial Items applies to this acquisition with no
addenda. FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items applies to this
solicitation. Specifically, the following cited clauses are applicable
to this solicitation: FAR 52.222-26, Equal Opportunity FAR 52.222-35,
Affirmative Action for Special Disabled and Vietnam Era Veterans FAR
52.222-26, Affirmative Action for Handicapped Workers FAR 52.222-37,
and Employment Reports on Special Disabled Veterans FAR 52.222-41. The
Contracting Officer will furnish full text for the above listed
clauses upon request. Quotations will be received at U.S. International
Trade Commission, Office of Administration, Procurement Services, 500
E Street SW, Room 413B, Washington DC 20436 until 3:00 P.M. Eastern
