This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation M00263-99-Q-0005 is being issued as an Request for Quotation (RFQ). (vi) A firm-fixed price indefinite-delivery contract will be issued for one base year with three option periods. It is the intention of the Government to award on an all or none basis. The contract will provide United States Marine Corps military uniform shirts to military personnel. (vii) Delivery and acceptance shall be made FOB Destination to, Marine Corps Recruit Depot, Eastern Recruiting Region, Parris Island, South Carolina, and Marine Corps Recruit Depot, Western Recruiting Region, San Diego, California. The contractor shall be required to furnish a maximum estimated annual quantity of 3,558 military uniform shirts. The Government shall order and guarantee the contractor a minimum annual quantity of 1,779 military uniform shirts, which represents 50% of the estimated annual maximum. Each shirt shall be preserved and individually packaged in accordance with standard commercial practice. IMPORTANT: Shirts must be manufactured in accordance with the military specifications identified in each line item in paragraph (v). All shirt patterns must be approved by Marine Corps Logistic Base (MCLB), Albany, Georgia; prior to submitting finished bid samples for approval. Four-finished bid samples for line items 0001, 0003, 0004, and 0005, must be delivered to reach the following MCLB address on or before 4:00 P.M., Eastern Standard Time, March 25, 1999. NOTE: Some of the additional specifications for shirt accessories listed in each military specification are unavailable through MCLB. Those offerors who do not have approved patterns are advised to expedite receipt of any required specifications in order to meet the bid sample closing date and time. The Contracting Officer, Marine Corps Recruit Depot, Parris Island, South Carolina is the only individual authorized to grant time extensions. Offerors who do not submit their finished pattern approved, bid samples to Marine Corps Logistics Base, Albany, Georgia and their bids to Marine Corps Recruit Depot, Parris Island, South Carolina, on or before the date and time specified will be ruled non-responsive. (vii) Prices quoted shall be FOB destination. The first order shall be delivered complete within ninety (90) calendar days, or less, from the date of award. Each order thereafter, shall be delivered within thirty (30) calendar days from the receipt of the order, Monday through Friday, except federal holidays: New Year's Day, Martin Luther King JR's Birthday, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving and Christmas, whether oral or in writing. The inspection and acceptance site shall be disclosed on each delivery order. (viii) The following Federal Acquisition Regulations (FAR) provision applies to this acquisition: 52.212-1, Instructions to Offerors-Commercial. (ix) The following Federal Acquisition Regulations (FAR) provision 52.212-2, Evaluation-Commercial Items, is applicable, to include the specific evaluation criteria in paragraph (a): The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in descending order of importance. 1) Quality of the shirts, which meet or exceed the minimum required specifications pertaining to quality applications, such as but not limited to: adheres to approved shirt pattern specifications, fabric color and weight, and overall quality of garment construction. 2) Past performance. 3) Ability to meet required delivery dates. 4) Value based on price. (x) Offerors shall include a completed copy of provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with a copy of its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition. The following additional FAR clauses and provision are here by added to FAR clause 52.212-4 as Addendum 1: FAR 52.216-18, Ordering (a) Such orders may be issued from date of award through contract expiration. (c) 4 years. The Government reserves the right to utilize the Government Credit Card as a payment method upon delivery and acceptance and supplies under this contract.
