original Request for Information MNK-99-003, published in the CBD on 20
November 1998. It has been revised to add information regarding the
contemplated Program Research and Development Announcement (PRDA).
Contractors responding to the original RFI are not required to respond
again. The US Air Force Research Laboratory in concert with the UK
Ministry of Defence are contemplating issuing a PRDA for the
Programmable Integrated Ordnance Suite Phase II (PIOS II) Technology
Demonstration Program (TDP) in the spring of 1999. At this time we are
requesting information packages from potential sources on their
capability to perform development and demonstration of an integrated
counter air ordnance technology suite, and critique of the draft PIOS
II Statement of Objectives (SOO). The PIOS II TDP goals and objectives
are described in the draft PIOS II SOO which, along with other program
information, can be found at the PIOS II Website

performance for this effort is anticipated to be approximately 48
months. Firms having applicable interest, capability, and background
should submit particulars in accordance with Numbered Note 25 to
AFRL/MNK, Attention: Ms. Jeff Duval, Building 13, 101 Eglin Boulevard,
Suite 337, Eglin AFB, FL 32542-6810. Firms will be evaluated on their
technical expertise, value, personnel, facilities and relevant past
performance. Multinational teaming is expected with consideration given
to contractor teams comprised of an equitable mix of US and UK
businesses. Moreover, teams are encouraged to contribute proprietary
data and/or capital to enhance program value. Responses to this
synopsis must be received within 15 days from the date of publication.

Respondents to this notice will be notified of the results of the
evaluation of information submitted. This synopsis is for information
and planning purposes only. It does not constitute an IFB or RFP, and
is not to be construed as a commitment by the Government. Firms
responding to this synopsis should state whether they are or are not a
small business concern or a small disadvantaged business concern as
defined in FAR 52.219-1 and FAR 52.219-2, respectively. The Air Force
reserves the right to consider a small business set-aside based on
responses hereto . ADDITIONAL INFORMATION FOR RESPONSE TO PRDA:
Respondents to the PRDA will be required to present their technical
proposals orally, either in person at Eglin AFB, Florida, or via
telephone. Further, they will be required to notify the contracting
office listed below within ten days of the PRDA publication as to their
intent to respond, and to schedule a date for the oral presentation.
Briefing charts shall be submitted to the Government two days prior to
the scheduled date for oral presentations. If cost and price
certification is subsequently deemed necessary by the Government,
contractors will be required to certify their cost proposal within ten
days of receipt of request. Every briefing and cost proposal shall
have at least one copy submitted on disk or via e-mail with a hard copy
of the signature page, Statement of Work, and certifications sent via
regular mail. Proposals submitted on disk or sent via e-mail are to be
submitted on Microsoft Office 97 format. Note: The preferred format
for all proposals is via electronic means, whether on disc or via
e-mail. The Government intends to work proposals and awards through
electronic means. To do business with the Air Force Research
Laboratory/Munitions Directorate (AFRL/MN), you must have the Air Force
standard packages (Microsoft Office 97 and JETFORM/Formflow Filler
Version 2.15). An Ombudsman has been appointed to hear serious concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. Routine or administrative questions should
be directed to the Contracting Officer or Program Manager. The
Ombudsman does not diminish the authority of the program director or
Contracting Officer, but communicates Contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. Potential offerors are
