Standards and Technology (NIST) intends to negotiate on a sole source
basis with Mr. John L. McClure, Potomac, Maryland, to perform research
and prepare reports on millisecond resolution techniques for
thermophysical properties measurements on high-melting-point metals and
alloys in relation to the NIST Subsecond Thermophysics Laboratory (STH)
measurement program of research on materials of interest to the
metallurgical and aerospace industries. The work by the contractor,
with an emphasis on chromium, will be designed to assist NIST STH in
developing measurement techniques, performing measurements, and
processing and analyzing data important to the success of the
laboratory's mission of providing accurate measurements of
thermophysical properties at high temperatures. The period of
performance is from 9/1/99 through January 31, 2000 . There are also
two additional optional periods until August 31, 2001. F.O.B.
Destination, Gaithersburg, Maryland. This is a sole source requirement
because the tasks require work which is novel in nature and demands a
very specialized background. An intimate knowledge of the NIST
millisecond and microsecond-resolution pulse-heating systems is
required, as well as extensive previous experience and expertise in the
development and use of operational millisecond and microsecond
resolution systems used for thermal measurements on materials in the
temperature range 1000-5000 C. Mr. McClure has experience in the
development of novel and accurate techniques for ultra-fast
measurements of electrical, thermal, and optical quantities, a thorough
knowledge of problems related to high-speed measurements in subsecond
thermophysics, direct experience with the NIST instrumentation and
techniques for measuring electrical and optical quantities in
millisecond and microsecond thermophysical systems, and has written
significant publications in the field of subsecond thermophysics. This
combination of qualifications makes him unique in his experience and
background. This notice of intent is not a request for competitive
proposals. Responses shall contain sufficient documentation to
establish a bonafide capability to fulfill the requirement. A
solicitation is not available. The procedure used in awarding an order
