E-MAIL: Contract Specialist, Services, ppaschick@mimtc.ang.af.mil. The Air National Guard is seeking potential sources capable of performing Transient Maintenance Services. These services are currently being performed by the Government, and a cost comparison under OMB Circular A-76 will be conducted to determine the most cost-effective mode of operation. A contract will not be awarded if Government performance is determined to be more advantageous. The Transient Maintenance provides the following services to a wide variety of military aircraft: Transient Alert Management Control, Arrival Services, Processing Services and Departure Services A brief breakdown of these services include, but are not limited to: 1. Arrival services, including prepositioning safety and ground equipment, check for hot brakes, marshal aircraft, install gear lock pins, ejection seat pins and canopy pins, install wheel chocks, ground aircraft, debrief aircraft commander, retrieve deployed chutes and repack, and connect support equipment. 2. Maintenance services, including turn around inspections, check and service engine oil, refuel/defuel aircraft, check and service oxygen, visual inspection of airframe and components, check for fluid leaks, damage or safety of flight discrepancies, document forms, tow aircraft, secure overnight aircraft, check tires and struts, change wheel and tire assemblies, perform operational checks and minor maintenance. 3. Departure services, including brief aircraft commander, inspect parking area for FOD, open/secure travel pod doors, remove ground equipment, wires, chocks, pins and other equipment, assist flight crew in preflight and engine checklist, and perform end of runway inspections. Contractors must be fully qualified in all aspects of the requirement to be considered.
