Education and Training Command (AETC) is seeking interested parties
relevant to the potential award of a hazardous material management
support contract to support Randolph Air Force Base, Texas. AETC will
select the officer that represents the best value to the Government.
The purpose of this RFI is to provide an advisory downselect and to
assess small and small disadvantaged business capabilities. 2. Specific
information about your capabilities and experience as a service
provider is requested. The tables are formatted in Microsoft Excel
version 5.0. In addition, please provide your company's name and
address, point of contact, telephone number, fax number and e-mail
address. Responses to this request must be in the format provided and
must be received via e-mail or on diskette and in hardcopy no later

TX 78150-4440 3. The government will perform an "Advisory Downselect"
after review of the RFI responses based on the following
considerations: a. FINANCIAL CAPACITY: Firms will be evaluated for
financial capacity (risk) to undertake the operations described.
Financial capacity will be evaluated bases on evidence of sufficient
capital and cash flow to carry the necessary inventory and associated
government receipt of a proper invoice. Information regarding capital
and cash flow shall be provided in the form of balance sheets, income
statements, cash flow statements, and sources of capital. Additionally,
the corporation shall have in force an insurance policy for
environmental errors and omissions in an amount of not less than 5
million dollars. b. EXPERIENCE: Firms will be evaluated for diversity
in the various service areas. It is expected that firms will have
corporate experience in all service areas described. c. MANAGEMENT:
Firms will be evaluated on workforce stability as well as quality
control. The ability to retain professional and management workforce,
as indicated by annual turnover rates will be considered. Quality
control, as indicated by a firm's methodology for evaluating
performance (i.e. ISO 9000) will also be considered. Posted 02/05/99
