R -- TECHNICAL ASSISTANCE TO THE NUCLEAR CITIES INITIATIVE POC John T. Harris, Contract Specialist, 202-426-0059, David J. Leotta, Contracting Officer, 202-426-0063 The Department of Energy's Office of Arms Control and Nonproliferation, Initiatives for Proliferation Prevention and National Security intends to issue a sole-source contract to the Center for International Security and Cooperation (CISC) at Stanford University, Stanford California to provide technical assistance to the Nuclear Cities Initiative based on CICS being the only one responsible source being able to provide these services. The contractor shall provide the personnel to assist DOE's Nuclear Cities Program Office in designing the Nuclear Cities program and in implementing that design by providing information based on practical experience in conversation of defense oriented activities in Russia to commercial ventures. Based on past experience, the contractor will advise DOE on employing other technical assistance advisors who might help the program accomplish its end. Also, the contractor shall advise DOE on financial and other aspects of attracting foreign investment. The sole-source contract will be a cost-plus-fixed-fee, level of effort, term contract for a twelve (12) month base period at 4,605 direct productive labor hours (DPLH) and one twelve (12) month option period for 4,605 DPLH.
