The Naval Station Everett has a need for an estimated 40,000 gallons per year of waste water treatment chemicals. The wastewater treatment chemical is to be a nitrate based solution that must be compatible with the existing wastewater treatment system. The chemical is to be designed to remove hydrogen sulfides in the waste stream, as well as provide effective odor control. The Naval Station Everett's distribution system is approximately 2 miles long with two major lift stations that service homeported ships and station facilities. Historically, the facilities produce 10 to 50 PPM airborne H2S, with sewage from homeported ships experiencing H2S levels of 10 to 1000 PPM. The sewage is combined at a main lift station and pumped to the city of Everett wastewater treatment facility at a rate of 700 gpm through a 10% ductile iron pipe. The chemical treatment must be capable of effectively reducing H2S airborne below 5 PPM in a receiving manhole located about 3500 feet away from the pumping station. The chemical must be a non-chlorine, non-hazardous substance as defined in the EPA CERCLA list. It is anticipated that the U.S. Navy will award an Indefinite Delivery, Indefinite Quantity contract for a base year period of performance with two (2) one year option periods. The initial period of performance will be from date of award through one year thereafter. Delivery terms will be FOB destination, Naval Station Everett, Washington. This effort will be solicited with commercial terms and conditions pursuant to FAR Part 12. Note 12 applies.
