and award an extension to the current Indefinite Quantity Contract
(IQC), N61339-94-D-0008, to Vertical Flight Joint Venture, 3401
Columbia Pike, 3rd Floor, Arlington, VA 22204-4211. The extension will
consist of a 12- month period, which will provide a bridge contract,
between the current contract and the competitive RFP, N61339-98-R-0021,
which will result in a follow-on contract for training system
development and revision for emerging and existing helicopter aviation
training systems. The period of performance of the extension will
commence on 1 October 1999. The current contract provides analysis,
design, development, revision, production and implementation of
training programs. The current contract provides support for the
following training devices, which are located at multiple Naval Air
Stations as well as Marine Corps Air Stations installations and
activities: SH-3, CH-46, CH-46E, CH-53D/E, MH-53E, AH-UH/1, SH-60F, and
SH-60B. These devices are used to provide for revision and emerging
training requirements to meet the required fleet needs. The contractor
shall provide independent analysis, design, development, production
and revision of helicopter training systems. The extension of the
current contract will be awarded per the authority at 10 U.S.C.
2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other
Supplies or Services Will Satisfy Agency Requirements." Vertical Flight
Joint Venture has provided the services under the current contract
since September 14, 1994. Award of the extension to any other source
would result in substantial duplication of cost to the Government that
could not be recovered through competition for the short period of
performance cited. In addition, Vertical Flight Joint Venture personnel
possess the requisite security clearances necessary for access at
several of the training sites. Award to any other source would result
in unacceptable delays in fulfilling the Government's requirements. See
