Boundary and Water Commission, United States and Mexico, (USIBWC),
intends to award an Architect Engineer (A-E) Indefinite
Delivery/Indefinite Quantity (IDIQ) contract for A-E services for
projects located along the U.S./Mexico border in the United States
(States of Texas, New Mexico, Arizona and California) and the Republic
of Mexico (States of Tamaulipas, Nuevo Leon, Coahuila, Chihuahua,
Sonora and Baja California). One A-E firm will be selected from this
announcement. The selected firm must be able to team with firm (s) in
Mexico to assist in the projects. A Firm-Fixed Price (IDIQ) contract is
contemplated for a basic year with four (4) option years. The USIBWC
presently has five (5) existing IDIQ A-E contracts in force for
sanitation and water quality projects. No task orders for sanitation
and water quality projects will be issued under this new contract until
such time as the existing contracts expire. The expected minimum and
maximum task order amounts are $5,000 and $1,000,000 respectively. The
expected maximum total contract amount is $5,000,000. The A & E
contractor must possess sufficient qualifications and experience to
provide the full range of A-E services necessary for the projects under
the subject contract, as determined necessary by the USIBWC. Such
services may include but will not be limited to the following: (a)
Inventory of facilities; data acquisition, measurement and recording,
development of studies, investigations, evaluations, facility plans for
water and wastewater infrastructure, operations and maintenance
studies, space utilization studies, safety plans, standard operating
procedures, network analysis schedules, and conceptual, preliminary and
final designs. (b) Design services for rehabilitation, renovation,
repair, maintenance, and new construction for civil works associated
with surface and subsurface water deliveries, flood control and
hydropower, including water conveyance and flood control structures,
hydroelectric power plants, buildings, roads and paving, erosion
control and bridges. Design services for rehabilitation, renovation
repair, maintenance, and new construction for civil environmental
works, including wastewater (both advanced primary and secondary
treatment) and water treatment plants, wastewater collection and
conveyance facilities, and potable water treatment, storage and
distribution systems. Preparation of conceptual designs and final
construction plans, specifications and cost estimates in the areas of
architectural, civil, structural, mechanical, electrical, and
instrumentation engineering in either the English or Spanish language,
or both, and using English or Syst me International (SI) units, or
both. Review and evaluation of studies, reports, investigations,
proposals, conceptual designs, and plans and specifications in both the
English and Spanish language and English and SI units. (c)
Environmental services and technical support related to projects for
compliance with the following regulatory requirements, including but
not limited, to the Clean Air Act, Clean Water Act, Safe Drinking Water
Act, Resource Conservation and Recovery Act, Comprehensive
Environmental Response, and Compensation and Liability Act such as
associated recycling, waste minimization and pollution prevention
initiatives. Services may include but are not limited to preliminary
site assessment investigations, feasibility studies, inventories, and
characterizations of soil, air, hazardous waste, surface water,
groundwater, wastewater, and sludge. The characterizations shall
include but not be limited to multimedia sampling, testing by a
certified analytical laboratory. Samples shall be analyzed based on the
nature of known or suspected contaminants. Services may also include
but are not limited to the preparation of management, response,
implementation, and closure plans; permits; site remediation and site
remediation designs; corrective and removal action designs; design of
hazardous waste containment systems; underground storage tank upgrades
and remediation; biosolids and hazardous materials treatment and
disposal evaluations/recommendations; long term monitoring and
post-closure care requirements; and industrial pretreatment control
investigations. (d) Geotechnical services, including concrete core
sampling and testing; soil drilling, logging, sampling and testing;
monitoring well construction and logging; cone penotrometer testing;
subsurface soil and groundwater investigations for determination of
structural design criteria; and design of dewatering and protective
shoring systems. (e) Surveying, aerial photography, photogrammetry and
geographic information systems, database development, including both
conventional and Global Positioning System surveys of land and easement
and related field data collection; topographic mapping (preparation of
base maps from aerial photography); and preparation of rectified
orthophotography. (f) Hydraulic and hydrologic studies, including but
not limited to groundwater and surface water studies; flood routing,
river morphology studies, backwater modeling, reservoir routing,
sediment transport modeling; dambreak analysis; sedimentation and scour
studies; and aquifier studies. (g) Bidding services -- Bidding services
may include but are not limited to responding to questions during
bidding of projects, attending meetings, issuing addendums, preparing
schedules, maintaining files and documents and other construction
related bidding procedures. (h) Construction assistance services,
including but not limited to review of shop drawings and other
construction contractor submittals, review of requests for changes
and/or deviations, change order preparation and review of contractor
proposals, responding to questions during construction (including
requests for information/requests for clarification), submittal and
schedule monitoring, construction cost estimating, provision for
training, preparation of draft and final operations and maintenance
manuals, preparation of record drawings (as builts), and performance of
inspection services. (I) Start-up services, including preparation of
staffing plans, and implementation of training programs, quality
control and safety programs; monitoring of facility start-up and
operation for a specified period of time after completion of
construction, including assistance for resolution of warranty items;
revising operation and maintenance manuals, and certifying facility
performance. (j) Permitting support, including performance of
additional engineering analyses, studies, computations, and preparation
of applications and drawings necessary to obtain all required permits
for construction and operation of proposed or constructed facilities.
(k) Technical support services for environmental documentation in
support of the National Environmental Policy Act in accordance with the
Council of Environmental Quality's regulations, including review of
environmental documentation, public meeting support for project scoping
and presentation of draft documents; negotiations with regulatory
agencies; mitigation design and implementation measures, and
post-project monitoring. A-E SERVICES EVALUATION FACTORS, will be based
on the following criteria in descending order of importance: (1)
Specialized experience and technical competence in the type of work
required under this contract. Evaluation will be based upon
demonstrated experience within the past five years in the following
types of projects: (a) Studies, analysis and design of hydraulic
structures and aquatic systems, including river channels, levees,
dikes, dams, and reservoir embankments. Experience with Southwest USA
aquatic systems is important. (b) Design and design modifications of
wastewater plants, including advanced primary, secondary, and lagoon
type plants, and upgrading from advanced primary to secondary. (c)
Design of hydroelectric powerplant rehabilitation /upgrades (d) Master
planning for wastewater facilities and flood control operations and
maintenance (e) Site assessment and remediation, with emphasis on
hydrocarbon contamination.(2) Professional qualifications necessary for
satisfactory performance of required services: (a) Complete cadre of
professional engineers: hydraulic, structural, mechanical,
environmental, electrical, civil, and architects (b)State
registration/licensing for architects and engineers in CA, AZ, NM, TX
and Mexico (c) Technical support staff, including: CADD operators,
sampling techs, geotechnical personnel, natural resource specialists
(3) Past Performance on contracts with Government agencies and private
industry in terms of cost control, quality of work, and compliance
with performance schedules: (a) Quality of work as evidenced by, but
not limited to, evaluations and database for AEs (b) Demonstration of
managerial ability for multiple projects through documented history of
timely completion of past projects with efficient organizational
framework. (c) Regional or national awards (d) Demonstration of
satisfactory performance on fast track design projects. Government
evaluation forms and a list of five recent, similar projects with a
point of contact will be used to verify performance level. (4) Capacity
to accomplish the work in the required time: (a) Number and
availability of personnel/current staff workload; composition of team
(in- house or subcontracted) (b) Demonstration of availability of
equipment, facilities, and other resources needed to perform all
required data analysis, design work, and preparation of plans and specs
including, but not limited to, computer hardware and software; field
equipment, vehicles. (c) Demonstration of availability of personnel to
perform short turn around, high priority work at various locations in
border area. (5) Location in the general geographical area of the
project and knowledge of the locality of the project; provided, that
application of this criterion leaves an appropriate number of qualified
firms, given the nature and size of the project: (a) Demonstrated
knowledge of and familiarity with border area, including the Colorado
and Rio Grande rivers, and sewage facilities along theUS/Mexico border.
(b) An established office for Project Manager and key personnel,
preferably located in CA, AZ, NM or TX. This procurement is open to all
businesses, regardless of size (UNRESTRICTED). If a large business is
selected for the contract it must comply with FAR 52.219-9 regarding
the requirement for a subcontracting plan on that part of the work it
intends to subcontract. The contract will require the Government to
order services priced at not less than $5,000 per year. All A-E firms
who meet the requirements described in this announcement are invited to
submit Standard Forms (SF) 254, Architect-Engineer and Related Services
Questionnaire, and 255 Architect-Engineer and Related Questionnaire for
Specific Project (November 1992 Editions)1 to the office shown above.
SF 254s and 255s must also be submitted for all proposed
suncontractors. Six (6) copies of the SFs 254 and 255 shall be
submitted. The SF 255 must clearly indicate the office where the work
will be performed and the qualifications of the individuals and
subcontractors proposed to work on the contract and their geographical
location. The SF 255 should also address the firm's capability to
perform all services. The SF 254s and 255s must be received in this
office no later than 4:00 p.m., Mountain Standard Time March 15, 1999.
Any submittals received after this date cannot be considered and will
be handled in accordance with FAR Clause 52.215-1, Instructions to
