The Air Force Nonappropriated Fund Purchasing Office (AFNAFPO) proposes to acquire architect-engineer (A-E) services in support of the Headquarters Air Force Services Agency (HQ AFSVA) Base Capital Improvement Fund construction program (BCIF) under an Indefinite Delivery/ Indefinite Quantity Contract. The A-E shall be multidisciplinary and capable of providing or subcontracting the following list of services: 1) Title I (Type A and B services, 2) Title II (Type C) services, 3) Engineering review, 4) Architectural programming, 5) Schematic design, 6) Design development, 7) Solicitation document preparation, 8) Construction Cost Estimating, 9) Construction administration/management, 10) Contractor performance evaluations, 11) Feasibility studies, 12) Life cycle cost analyses, 13) Design Guides, 14) and other related studies/analyses. The services may include any part or all of the Type A, B or C functions, and cover full design efforts (with or without Type C services), and design-build conceptual designs. Much of the work will be in support of the BCIF design in the broad areas of: 1) Clubs; 2) Outside Sports Facilities such as golf courses clubs, marinas, youth fields; 3) Skills Development Centers 4) Car Wash Facilities; 5) Youth/recreation centers; 6) Fitness Centers; 7) Dining Facilities. The work also includes work on Temporary Lodging Facilities, Visiting Quarter Facilities, Air Force Clubs Signature Brand and Name Brand Projects. Individual Construction Project costs will range from $200K to $4M with an average construction cost of $2.5M. A few individual project costs will be over $10M but most of these will be less than $15M. Similar Building Type Projects may be packaged into programs whose total construction costs may be in excess of $50M. Fees will be awarded accordingly. Among the factors that the A-Es will be evaluated on shall include: 1) The firms' design ability (recognition of work by peers, builders, professional organizations); 2) Geographic availability to project bases and HQ AFSVA; 3)Recent successful past performance in Morale Welfare and Recreation facilities (Army, Navy, Air Force); 4) Ability to provide or subcontract specialty services for kitchen design, hospitality design, golf course design, etc.; 5) Ability of firm to produce brochures or design guides for standardized facilities; 6) Ability of firm to respond quickly to HQ AFSVA requirements (adequate staff); 7) Design capability of (qualifications of staff), and 8) The firms experience and capability of Sustainable Design. Multiple awards for this Indefinite Delivery Indefinite Quantity Contract may be made as a result of this selection process. Contract length shall not exceed 1 year, but may be extended for up to 4 additional years.
