C -- ARCHITECT-ENGINEER SERVICES FOR DESIGN TO CONSTRUCT ENLISTED CLUB AT HICKAM AFB, HAWAII SOL F64605-99-R0019 DUE 031299 POC Caroline K. Ponce, Contracting Officer/(808) 449-1430 Architect-Engineer services are required for design to construct a 22,550 square foot Enlisted Club at Hickam Air Force BAse, Hawaii. The new Enlisted Club is to have the following spaces: banquet room, lounge, sports bar, special function room, dining room, kitchen, administrative offices, lobby, restrooms and support space. The dining room will be capable of merging with the sports bar to provide sufficient space for the HQ AFSV/Clubs" J.R. Rockers Sports Cafe. To add to seating capacity for J. R. Rockers Sports Cafe, the design will provide an additional 3,000 square foot lanai. Additionally, a 1,900 square foot covered loading dock will be constructed for the clubs walk-in cooler and freezers. This project also includes parking for 260 cars. Computer aided drafting desing (CADD) will be required and shall be compatible with 15th Civil Engineer Squadron system software. Projects will include various combinations of architectural, mechanical, electrical, structural, civil/survey, and environmental disciplines. Firm-fixed price A-E contract will be used. Architect-Engineer firms which meet the requirements described in this announcement are invited to submit: (1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire, (2) a Standard Form 255, Architect-Engineer and Related Services Qestionaire for Specific Project, and (3) any requested supplemental data to the Contracting Office shown. Significant evaluation factors on order of relative importance are as follows: (1) specialized experience in the type of work required; (2) professional qualifications of personnel that will participate in design of project; (3) capabilities to accomplish the work in the required time and a prompt response to requested services; (4) location in geographical area of consideration which is the island of Oahu, in the State of Hawaii; (5) past performance of contrats with respect to cost control, quality of work, and compliance with performance on DoD and non-DoD contracts; (6) volume of work previously awarded to the firm by the DoD with the objective of efecting an equitable distribution of DoD A-E contracts among qualified firms. Interested parties should show proficiency, in-house or through association, in all of the following disciplines; architecture, mechanical, electrical, structural, civil/survey and environmental engineering with the architect discipline as the prime consultant.
