Army Nondeployable Test, Measurement, and Diagnostic Equipment (TMDE)
Calibration and Repair Support (C&RS) Function. This synopsis amends
the synopsis previously issued on 01/29/99 for Draft Request for
Proposal (DRFP) DAAH01-99-R-0006 for the A-76 Cost Comparison Study for
the TMDE C&RS Function. Clarifications and additional information are
set forth below. The U. S. Army Aviation and Missile Command (AMCOM)
intends to release the DRFP on or about 03/02/99. The anticipated
closing date for responses to the DRFP is 04/02/99. This A-76 Cost
Comparison Study will evaluate the cost effectiveness of the conversion
of the existing Government C&RS mission to a contracted out mission.
The scope of the anticipated contract will encompass 49 fixed sites and
associated mobile sites, and address C&RS for approximately 450,000
pieces of Army and other customer TMDE. This draft solicitation is to
solicit industry comments regarding the Performance Work
Statement(PWS), data requirements, evaluation factors, and special
instructions contained in the DRFP. The proposed acquisition will be
issued utilizing full and open competitive procedures. This acquisition
will be conducted "paperless" to the greatest extent practical. The
DRFP will be available on the Internet at the following address:
https://wwwproc.redstone.army.mil/acquisition. After reaching this
site, select "Contracting Information System" from the menu. Follow the
instructions to obtain access to the solicitation. The
attachments/exhibits will be provided on a CD-ROM containing
files/databases approximately 600MB in size. A PC/CD player running
Windows 95 or NT or higher is required. Files are Word 6.0 and Adobe
Acrobat. Data files are formatted as ASCII flat files which may be
viewed with WORD 6.0 or comparable text software. Prospective bidders
may utilize commercially available data base software such as Excel to
rearrange/sort data. The anticipated contract type is Firm-Fixed-
Price. A determination bythe Government not to contract out this
requirement, is solely within the discretion of the Government, in
accordance with the A-76 regulations. The Government will not pay for
any effort expended in responding to this notice. The estimated award
