PERSONAL PROPERTY TRANSPORTATION SERVICES A-76 COST COMPARISON STUDY OF THE FLEET AND INDUSTRIAL SUPPLY CENTER (FISC), JOINT PERSONAL PROPERTY SHIPPING OFFICE (JPPSO)/PERSONAL PROPERTY DIRECTORATE (PPD), PEARL HARBOR, HAWAII. An A-76 cost comparison study is being conducted on the Joint Personal Property Shipping Office (JPPSO)/Personal Property Directorate (PPD) at FISC Pearl Harbor, in accordance with the OMB Circular A-76 Cost Comparison procedures. The contractor shall provide personal property transportation services for Department of Defense military and civilian employees within a designated Area of Responsibility (AOR). The contractor shall furnish all personnel, equipment, tools, materials, and other items and services necessary to operate the JPPSO/PPD, except for those furnished by the Government. Services are to include, but are not limited to entitlement counseling, inbound/outbound/local move management, non-temporary storage management, and all other functions associated with the transportation of personal property.
