This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. II. Solicitation MDA210-99-Q-0003 is issued as an RFQ. III. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 97-10. IV. N/A V. VI. A combined training/lodging facility in the Worcester, Massachusettes area is required to conduct classes during the following 1999 timeframes: 11-23 April; 13-25 June; 11-25 July(2 classes); 1-14 August(2 classes); 12-24 Sep; 1-17 December(2 classes). The facility must be contained within a single site complex that allows access to/from and between lodging and meeting rooms without exiting the Lodging rooms for 16 students per class shall be provided to the students at or below the per diem rate for lodging to include all taxes. 85% of the rooms must be nonsmoking rooms. The students are responsible for their own charges at time of residence. Each student will book rooms direct. Each guest room shall be single occupancy; have inside access only, no direct street access; have doors with peepholes for corridor viewing; chain and deadbolt lock; keyless entry system preferred; individual controlled air conditioning/heating, queen or king size bed, desk and chair, additional small sofa or chair and ottoman; color TV; telephone; computer access; small refrigerator; coffee pot, iron and ironing board; full length mirror; clock radio with alarm; closets to accommodate clothing for a two week stay; sufficient coat, dress, slacks, shirt, and skirt hangers; lighting to maintain bright room appearance at all times. Facility amenities to include off street parking, full service restaurant, moderate health club with cardiovascular equipment (treadmill, stairclimber, rowing machine stationary bikes), weight resistant equipment, free weights; guest laundry service on-site, dry-cleaning service, within or close proximity to the facility a swimming pool, and walking paths/trails; CLIN 0001-Meeting Space of at least 450 sq. feet to accommodate 16 students seated in a U-Shaped configuration and CLIN 0002-Breakout Rooms (3 per class) of at least 250 sq. feet shall be dedicated spaces for 24hrs from 7:00 am Monday of the first week until noon on Friday of the second week; have individual heat/air conditioning controls; sound barrier walls between rooms; electrical capacity to use a minimum of 5 desk top/lap top computers and 5 printers (meeting space) and 2 computers/printers(breakout rooms); lighting to maintain a bright room appearance at all times; window coverings to obscure view; lockable windows; tables and ergonomic chairs; one telephone line for internet access per room; be lockable; located within close proximity to each other; free from support posts or other obstacles to provide unobstructed views. CLIN 0003-Administrative Space shall be adjacent to the storage area and near the training rooms; lockable; configured to operate a computer; printer; fax machine and small office copier; two large tables; one ergonomic chair; two visitor chairs; desk lighting; telephone and one incoming telephone line. CLIN 0004-Storage area shall be available from 1 April-31 December 1999; lockable; adjacent to administrative and near training rooms; accommodates storage and retrieval of government property ( books and supplies, 2-32" Televisions, 2-VCRs, 10 Easels, 5 Desk Top Computers, 5 Printers, 2 Overhead Projectors, 2 Projector Screens, 2 Audio Visual Carts); 20 linear feet of shelving. CLIN 0005-Luncheon Buffet service to accommodate all students within one hour; Service Monday of the first week through Thursday of the second week. CLIN 0006 Refreshment shall be served morning and afternoon of each day of training with the exception Friday of the second week would have only morning service; consist of fruit, beverage, cookies, and pastries. Vending services to be located near training rooms. CLIN 0007, Group Cancellations of thirty days or less. CLIN 0008 Other Direct Costs include but not limited to telephone charges (excluding, students room charges), internet fees, set-up/tear-down audio visual equipment at the beginning and end of each class, in-house rental of audio visual equipment, shipping of student materials to their respective offices and the shipping materials. CLIN 0009, Shuttle Service with a minimum of 20 mile radius. Shuttle service between lodging facility, air and train transportation points, local laundry, shopping and eating establishments. Individual transportation is required. All costs of operations, maintenance and insurance are included. Vans must meet all government safety regulations. VIII. FAR 52.212-1, Instructions to Offerors-Commercial Items applies. IX. FAR 52.212-2 carries the following addendum: The following factors shall be used to evaluate offers: Technical, price and past performance. Technical and past performance when combined are more important than price. Technical factors include availability to meet specifications and availability of both meeting and lodging rooms. Awards will be made on a best value basis. X. Offerors shall include a completed copy of the provision at FAR 52.212-3 Offerors-Representations and Certifications-Commercial Items. XI.
