This project consists of furnishing all plant, materials, equipment, supplies, transportation, and performance of all work in accordance with the Statement of Work, industry standards, and good construction practices. Work will consist of installing 4" topsoil and hydroseed at the areas for Bulk Fuel Storage on Eielson AFB as indicated in the site plan. The Contractor must complete an AF From 103, Work Clearance Request and Eielson AFB Waste Disposal/Borrow Pit Plan prior to beginning work (Both part of bid package). Topsoil shall conform to the technical specifications contained in section 726, Alaska DOT Standard Specifications for Highway Construction, 1988. Finish grade shall match the existing contours and be compacted to 85% maximum density. Slopes greater than 30 degrees shall be installed with erosion guard with mulch and slope protectors to minimize the potential of erosion. The Government will be providing the silt. Install hydroseed according to manufacturer's specifications. Seed mixture shall consist of 50% Nugget or Park Kennedy Bluegrass and 50% Arctared Creeping Fescue applied at a rate of 3.5 to 4 pounds per 1,000 square feet. Seed placement shall be timed so that germination does not occur until Spring. Performance period shall be 30 days after award date. Estimated magnitude of construction is $25,000 to $100,000. This solicitation will be issued on an unrestricted basis. Project Requirements will be made available on 23 Feb 99. The estimated due date for Request for Quotes is 23 Mar 99.
