The National Institute of Standards and Technology intends to enter into a Sole-Source contract with ND&M (Neutron Detectors and more ), of Freising, Germany, under the authority of 41 USC 253 (c)(1) -- Only One Responsible Source. ND&M is the sole company producing a detection system with the necessary spatial resolution and large sensitive area, as well as the flexibility required by NIST.*****The procurement includes a high-resolution two-dimensional neutron detector. The system shall have the following characteristics: The detector shall cover an active area of diameter of 25 mm or more. The spatial resolution of the scintillator shall be of the order of 0.05 mm or less. The entire system shall have a resolution of less than 0.2 mm at high fluxes. The detection efficiency shall be of the order of 20% or more. The background gamma count rate shall be of less than 0.01 per second. The detector shall be able to be used both as a hand-held monitor, and as a fixed position-sensitive detector,such that the results can be viewed remotely on a video monitor.*****Delivery is required within 12 weeks after receipt of order (ARO).***** Delivery shall be F.O.B. Destination, Gaithersburg, Maryland.*****Interested firms may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive proposals. However, all responses received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
