Contracting Officer, 202/435-6940 The U.S. Secret Service has a
requirement for lapel emblems to be manufactured in accordance with the
Government provided designs for color, shape, and specifications. This
requirement is for three (3) separate type lapel emblems. Items 0001
and 0002 are identified as permanent type lapel emblems. A quantity of
4,000 of Item 0001 is required and a quantity of 6,000 of item 0002.
These emblems are to be manufactured from sixteen gauge metal, with a
95% copper and 5% zinc. All pieces will be plated with gold
electroplating, not less than 10 mils. A one piece die struck
construction with an outside diameter of 1" X 3/4" overall with a 1/16"
gold border and wall of epoxy area to be filled with epoxy fill. The
contractor will be required to furnish all labor and material under
this requirement. Die and tool charges shall be quoted separately. All
dies and tolls used exclusively in performance of this contract shall
become property of the Government. The contractor will be required to
provide samples for approval after dies and tools are completed and
prior to mass production. A USSS representative will be on-site through
the stamping element for Items 0001 and 0002 to account for all lapel
emblems. All excess (waste materials) accumulated during the process
will be controlled and destroyed by melting in the presence of the USSS
representative. The awardee will be required to provide a time table
within one week of award in order to schedule the on-site USSS
representative. Prior to award of the contract, a USSS representative
will perform an on-site survey of proposed facilities for compliance
with the following requirements: (1) The contractor shall establish a
restricted area where elements of the manufacturing process are taking
place. This area shall be either a secure room, wire cage, roped or
cornered off area; (2) the facility shall be equipped with a
combination safe or vault to secure lapel emblems during non-working
hours after the stamping process when the USSS representative is no
longer on-site; (3) all personnel who are directly involved in
production of the lapel emblem as well as management shall pass a USSS
police name check; (4) the contractor's facility shall be equipped
with additional physical security measures to include either guards,
burglar alarms, motion detectors, reinforced doors, or windows. . Item
0003 is a temporary lapel emblem which includes 3,000 each of 20 color
combinations under lithographic process for a total quantity of
3,000,000. These emblems shall be 1" X 3/4" excluding tab. The tab
shall have a deep thorn for retention extending 1" appendage from main
design. The contractor will be required to furnish all labor and
material under this requirement. Die and tool charges shall be quoted
separately. All dies and tolls used exclusively in performance of this
contract shall become property of the Government. The contractor will
be required to provide samples for approval after dies and tools are
completed and prior to mass production. A USSS representative will not
be on-site during the lithographic process (Item 0003). However, the
contractor shall be accountable for delivery of the entire quantity of
lapel emblems produced. The contractor will also be responsible for
ensuring all waste materials accumulated during the lithographic
process are destroyed daily. Prior to award of the contract, a USSS
representative will perform an on-site survey of proposed facilities
for compliance with the following requirements (Item 0003): (1) The
facility shall include a large cage, room or vault for safekeeping of
the pins from loss or theft during non-working hours; (2) ) all
personnel who are directly involved in production of the lapel emblem
as well as management shall pass a USSS police name check; (3) the
lithographic facility shall be equipped with additional physical
security measures to include either guards, burglar alarms, motion
detectors, reinforced doors, or windows. Although the USSS
representative will not be on-site during the process, the USSS
reserves the right to perform unscheduled inspections during the
manufacturing process. The proposed awardee will be briefed on the
results of these on-site surveys and given two-weeks to remedy any
security issues identified. Offers will be required to address their
ability to meet these security requirements in their proposals. The
USSS anticipates awarding a firm-fixed price definite contract for the
above stated items and quantities. The delivery schedule is
anticipated at 90 days from award of contract. Delivery of all items
shall be to the USSS, Washington, DC (specific address will be
identified in the RFP/contract). Specific packaging requirements will
be identified in the RFP. This procurement action will be processed in
accordance with the Federal Acquisition Regulation (FAR), Part 15.
Release of the solicitation is anticipated within 15 days of this
notice. Proposals are expected to be due within 30-days of issuance of
the RFP. This procurement is a Small-Business Set-Aside. The
appropriate sic code is 5194, 500 employees. Requests for the
procurement package must be IN WRITING within 15-days of this notice.
