information is sought from potential sources for the development of an
Image STAbilization Testbed (ISTAT) to be integrated with a
conventional hydraulic flight motion simulator for high bandwidth
capability. Current state-of-the-art motion simulator capabilities do
not allow for airframe vibration as well as rigid body motion from
control surfaces or the flight environment. The purpose of ISTAT is to
provide the Kinetic Kill Vehicle Hardware-in-the-Loop Simulator
(KHILS) facility located in the Air Force Research Laboratory at Eglin
AFB, FL with the ability to simulate these dynamic boundary
conditions. The ISTAT will be driven by the output of deterministic
closed-loop simulations and therefore must replicate the time history
of the commanded signal. This two-phased program is a 12-month effort
intended to produce a functional prototype of the ISTAT. Phase I (3
months) will produce a detailed design of the ISTAT with engineering
drawings sufficient for manufacture of a prototype device and detailed
definition of control system design. Phase I will conclude with
government approval of the detailed design. Phase II (9 months) will
include manufacture, test, and delivery of the functional prototype to
the government including the motion simulator, a mounting support
structure, the control system, and a power supply. This second and
final phase will be completed upon delivery and demonstration of the
functional prototype at the KHILS facility at Eglin AFB, FL. Firms
having applicable interest, capability, and background should submit
particulars in accordance with Numbered Note 25 to AFRL/MNK STE 337,
101 W. Eglin Blvd., Eglin AFB FL 32542-6810, and Attn: Ms. Renee
Ramirez. Response to this synopsis must be received within 15 days from
date of publication. Respondents to this notice will not be notified of
the results of the evaluation of information submitted. This synopsis
is for information and planning purposes only, does not constitute an
IFB or RFP, and is not to be construed as a commitment by the
Government. Firms responding to this synopsis should state whether they
are or are not a small business concern as defined by SIC Code 8731,
500 people. The Air Force reserves the right to consider a small
business set-aside based on responses hereto. It is anticipated that a
Program Research and Development Announcement (PRDA) in accordance
with AFMCFARS 5335.90 will be issued for this requirement. Each
proposal submitted should consist of two volumes. Volume 1 should
provide the technical proposal and Volume 2 should address the
price/cost portions of the proposal. Volume 1 should be limited to a
total of 50 pages, including resumes, charts, figures, tables, etc.
Pages in excess of the specified 50 pages will be removed and returned
to the offeror before evaluation starts. A page is defined to be one
side of a 8.5 x 11 inch piece of paper with information on it. Minimum
print size is 10 point type, or 12 pitch. Every proposal shall have at
least one copy submitted on disk or via e-mailwith a hard copy of the
signature page sent via regular mail. Proposals submitted on disk or
sent via e-mail are to be submitted on Microsoft Office 97 format.
Note: The preferred format for all proposals is via electronic means,
whether on disc or via e-mail. The Government intends to work proposals
and awards through electronic means. To do business with the Air Force
Research Laboratory/Munitions Directorate (AFRL/MN), you must have the
Air Force standard packages (Microsoft Office 97 and JETFORM/Formflow
Filler Version 2.15). An Ombudsman has been appointed to hear concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. The purpose of the Ombudsman is not to
diminish the authority of the program director or contracting officer,
but to communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Potential
