The U.S. Department of Energy's Federal Energy Technology Center at Morgantown, WV announces the availability of Request for Proposal No. DE-RP26-99FT40522 entitled "Sludge Washing Monitor System for High Level Waste (HLW)Tanks" on or about March 15, 1999. These activities are being sponsored under the EM, Office of Science and Technology (OST), Characterization Monitoring and Sensor Technology Crosscut Program (CMSTCP) -- in conjunction with the Tanks Focus Area (TFA) and the Hanford Reservation. The objective of this RFP is to award a contract that will develop, test, and implement a monitoring system to assess the progress of sludge washing operations within HLW storage tanks around the DOE complex. The sludge washing monitor system will reduce the cycle time for sludge washing operations by providing real-time physical and chemical property data on the progress of mixing/settling of tank wastes, as opposed to the costly method of drawing samples from the tank, sending them to a laboratory, waiting weeks for the results, and then disposing of the hazardous samples. This monitor system will enable operators to begin the next cycle or step in the washing process earlier, instead of waiting a prescribed length of time that has been determined through a "worst-case settling" analysis. Sludge washing cycle times should be shortened by days, possibly even weeks. A 45-day solicitation response time is anticipated. The solicitation will be posted on the FETC Homepage for distribution purposes; offerors are encouraged to download the solicitation. The request should reference the RFP title and number, specify a point of contact at the requestor's location, and list requestor's company name, address, and phone number.
