Contract for General Planning Services as Needed for the U.S. Army
Engineer District, Galveston, Texas and Louisiana: The proposed
indefinite quantity, task order, service contract is to assist the
Galveston District, Corps of Engineers (CE) in the performance of
general planning services in conjunction with various CE water resource
projects primarily within the boundaries of Galveston District, Texas
and Louisiana. The contractor may also be asked to assist other USACE
Districts within the continental United States under this contract.
This unrestricted procurement will result in the award of one task
order type contract for a period of one year with options to extend for
four additional one-year periods. Services which may be ordered
include: 1) description and documentation of water resource related
problems in specific project areas; 2) formulation of alternative
plans; 3) economic benefit analysis; 4) social impact assessments, 5)
hydrology/hydraulic analysis; 6) risk and uncertainty analyses; 7)
design of public involvement programs; 8) performance of special
studies; 9) GIS development and application; and 10) preparation of
reconnaissance, feasibility, and reevaluation reports in accordance
with ER 1105-2-100. All work and services ordered under the contract
shall be completed by the contractor within the time negotiated and
specified in each fixed-price task order. Evaluation criteria and their
relative importance are contained in the Request for Proposals. A small
business Subcontracting Plan will be required for large businesses.
Subcontracting goals for the Galveston District are 6.1%-Small
Business, 9.1%-Small Disadvantaged Business, and 4.5%-Woman-Owned
Business. Qualified firms interested in receiving the RFP should
respond with a letter of interest to the above address. Projected date
for mailing the RFP is February 26, 1999. Solicitations to be received
