The Naval Air Systems Command intends to issue a firm fixed price modification to contract N00019-98-G-0105 with McDonnell Douglas Corporation (MDC), a wholly owned subsidiary of The Boeing Company, for effort associated with the incorporation of AV8B ECP 278 Retrofit. The effort includes the services and supplies required to replace eight (8) Radar Warning Receiver (RWR) and Global Positioning System (GPS) semi-rigid coaxial cables currently installed in the aircraft with low loss flexible coaxial cables. Existing routing paths and drawings will be modified to accommodate the new cables. This action will be negotiated on a sole source basis with MDC under the statutory authority of FAR 6.302-1 (only one responsible source and no other services will satisfy agency requirements), as MDC is the sole designer, developer, and manufacturer of the aircraft and possesses the experience and technical data necessary to perform the effort.
