This is a request for information only. This is not a Request for Proposals; we are only requesting industry feedback on an aspect of the PMEL acquisition strategy. The Air Force may issue a solicitation with single or multiple awards to one or more offerors for the operation of PMELs worldwide. The Air Force will not pay for information received in response to this Request for Information. While your responses may affect the ultimate acquisition strategy, no proprietary or sensitive information will be shared among offerors. The Air Force is considering allowing prospective offerors to lease government facilities for performance of the upcoming PMEL A-76 competitive sourcing. We would appreciate your input regarding this concept. A.) Specifically, please address the following questions: 1.) What are pros and cons of a facility leasing approach? Please address these from an offeror point of view as well as a Government point of view. 2.) What specific cost savings or liabilities do you foresee? Again, please respond from both the offeror and Government point of view. 3.) How would leasing of facilities affect the comparison between Government and non-Government offerors? 4.). The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
