The Division of Grants and Procurement Management (DGPM) of the Health Resources and Services Administration (HRSA) has a requirement to establish a Blanket Purchase Agreement (BPA) with organizations and/or individuals to provide cost and price evaluation of contract business proposals for DGPM. Offerors must possess knowledge of Federal Contract Cost Principles in the Federal Acquisition Regulation and relevant OMB Circulars. BPA holders will be required to evaluate HRSA contract proposals submitted to HRSA for cost realism and reasonableness of proposed direct labor, fringe benefit rates, overhead rates, G&A rates, other direct costs, and profit/fee. Offerors should anticipate completing proposal evaluations in two weeks or less on average. Offerors will be required to sign a non-disclosure statement prior to review of each proposal.
