COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 11,1999 PSA#2281S -- ENGINEERING SERVICES;CIVIL ENGINEERS, MECHANICAL ENGINEERS,
ELECTRICAL ENGINEERS, ACOUSTICAL ENGINEERS, LANDSCAPE ARCHITECTS, AND
STRUCTURAL ENGINEERS. The Bureau of Indian Affairs (BIA) (FMCC), has
expressed a need for engineering services under the direction of the
resident Architect Engineer. This solicitation is limited to
Architectural-Engineering (A-E) firms and selection will be based upon
evaluation criteria listed in order of importance: (1) Specific
performance record over the last five years in the type of planning,
design and construction phase services. (2) Experience and
qualifications of proposed key personnel and experience in working
together as a team. (3) Specialized experience and technical competence
in-house personnel to provide the services required in this
announcement. (4) Professional in-house qualifications necessary for
satisfactory performance of the required services shall be clearly and
fully described in the Standard Form (SF)254 and Standard Form
(SF)255. (5) volume and nature of present workload as it relates to the
ability to perform the work required. (6) Capacity to accomplish the
work in the time required. (7) Adequacy of facilities for performance
of the work necessary to provide specialized services that may be
required. Qualified firms having the capability and qualifications to
perform the services described in this announcement are invited to
respond by submitting with original signature the following to Mr. Bob
Clayton, Architectural Engineer, BIA, Branch of Facility Management,
P.O. Box 26567, Albuquerque, NM 87125-6567, to be received by close of
business, March 5, 1999: (i) a letter of intent; (ii) a completed
current representation Declaration form; (iii) response to the criteria
listed in this solicitation; (iv) a completed current SF-254; (v) a
completed SF-255; and (vi) a completed Procurement Integrity Form by
the submitting firm. Firms must submit all the above, i through vi,
administrative requirements or be determined as non-responsive. All
SF's 254 and 255 are considered current if dated and signed not more
