(NIDA) is seeking information in the form of capability statements from
interested organizations concerning the development of science
education materials for elementary school students, teachers, and
parents at the kindergarten through first grade level. A project with
the following objectives is planned: 1) use of the biology of the
brain, drug abuse and addiction to develop materials that teach science
to students in grades 2-3 in an age appropriate and interesting format;
2) development of corresponding materials for teachers (i.e. a teachers
guide) and parents. The materials must comply with the National Science
Education Standards. (A copy of this publication is available on the
WWW at http://www.nap.edu/readingroom/books/nses.); 3) development of
a corresponding interactive web component that will be consistent with
NIDA's "NIDA Goes to School" web site. The web component will include
separate sections for students, teachers and parents. The primary
goals of the web component and these materials will be: 1) to develop
new materials for use in the grades 2-3 classroom that are consistent
with the National Science Education Standards; 2) to improve science
education and literacy among the targeted audiences, particularly as it
relates to how drugs act in the brain and body; 3) to foster an
enthusiasm among children for science; and 4) to ensure that students
understand that science is a dynamic discipline that involves curiosity
and questioning. It is anticipated that the proposed materials and web
component will be field tested in schools which represent the
intellectual and diversity spectrum found in grades 2-3 across the
nation. Field tests shall include students, teachers and parents. All
of the materials will be in the public domain and will not be
copyrighted. Interested organizations must be able to perform the
following types of tasks: 1) develop age appropriate science education
materials that will actively engage the students; 2) develop colorful,
eye-catching graphics that will appeal to children; 3) write curricula
that adheres to the National Science Education Standards and is easily
incorporated into the grades 2-3 classrooms; 4) develop materials for
teachers that can be used as a guide and that will include classroom
activities; 5) develop materials for parents that provide information
which can be used to reinforce what the children are learning in the
classroom, and which include science-related activities for the entire
family to participate in; 6) develop an exciting and innovative web
component; and 7) conduct well designed field tests of educational
materials and web components. Interested organizations must be able to
demonstrate, in any capability statements submitted, extensive
experience in the following areas: 1) the ability to perform the above
tasks, and specific experience in the development of curriculum
materials for grades 2-3; 2) experience in the development of materials
for teachers and parents; 3) a knowledge of the National Science
Education Standards; 4) experience in the development of web based
educational materials; and 5) experience in field testing. THIS IS NOT
A REQUEST FOR PROPOSALS. This notice is for information purposes only
and does not commit the Government to any contractual agreement.
Interested organizations submitting a capability statement in response
to this sources sought announcement are required to identify their
size status and whether or not they are in the Small Business
Administration's 8(a) program. Written capability statements must be
