requirement for full rate production of approximately seventy-nine (79)
Lot IV F414-GE-400 engines and devices with an option for approximately
ninety-six (96) Lot V engines and devices (or other such quantities as
Congress may authorize and fund), full authority digital electronic
controls (FADECs), production tooling, automated test equipment, life
cycle cost improvements, pre-planned product improvement (P3I) efforts,
related hardware, and support services. The requirements include all
associated integrated logistics support items and services including
trainers and training; support equipment (including containers, test
stands, and ground support equipment); spare modules, device kits,
components, and parts (spare, retrofit, consumables); parts repair;
technical data and manuals; maintenance plans; unplanned depot level
maintenance; instrumentation replacement; engineering investigations,
studies, and support for failures during OPEVAL or other unplanned shop
inductions; systems engineering, repair engineering (including
developing engineering change proposals and associated kits); life
management and testing; configuration management; and on-site flight
operations engineering and field mechanic support at various Naval
facilities. Delivery of Lot IV engines is expected to commence in
calendar year 2001. The Naval Air Systems Command intends to negotiate
with the original designer and developer, General Electric Aircraft
Engines (GEAE), located at 1000 Western Avenue, Lynn, MA 1910-0445.
GEAE is the sole firm known to possess the specialized experience,
technical knowledge, capability and tooling necessary to fulfill these
requirements within the required timeframes. This synopsis is for
