COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 12,1999 PSA#2282375 CONS/LGCK, 201 East Winter St, Scott AFB, IL 62225-5015 42 -- ARMOR/FLANK VEST POC Yolanda Bent, 618-256-9252 42-Air Mobility
Command (AMC) is soliciting information from public and private sector
organizations for an integrated soft body armor and flak vest for wear
by AMC aircrews. Armor must be certified to Level IIIA protection as
defined by NIJ Standard-0101.03 for armor protection and must meet or
exceed MIL-STD-66E for V50BL[P] for fragmentation protection.
Armor/Flak Vest must provide protection in the torso front, torso back,
sides, and shoulder area. Armor/Flak Vest must be of a one-size-fits
all design for both male and female aircrew members. It should be
concealable when worn under the aircrew flightsuit and must allow the
aircrew member to perform their flight duties with minimal to no job
performance degradation. Armor/Flak Vest must integrate with current
USAF aircrew flight equipment including life preserver (LPU-10/P),
survival vest (SRU-21/P & Air Ace), parachute (BA-22), restrait harness
(PCU-17/P) and aircrew eye/respiratory protection (AERP) systems.
Armor/Flak Vest must be in a fire retardant washable fabric carrier.
Fabric carrier must be fire retardant to requirements in Federal
Acquisition Regulation 25.853 and NFPA 701. Additionally, fabric
carrier must have the capability to allow the additional protection up
to NIJ Level IV. A complete Level IIIA Armor/Flak Vest must not exceed
7 pounds in total weight including armor and carriers. It must
inherently buoyant and waterproof. It should be hermetically sealed,
resistant to UV light degradation and mildew. This not a request for
proposal, this is a request for information. If your company can
provide information please contact Yolanda Bent, 618-256-9252 by March
