synopsis. It is the Government's intent to negotiate with Northrop
Grumman Corporation, Integrated Systems and Aerostructures Sector
Airborne Ground Surveillance and Battle Management Systems (SBMS), 2000
NASA Boulevard West, Melbourne, FL 32902-9650 for Lot VIII of the E-8C
Production Program. During Lot VIII performance, the Contractor will
fabricate, integrate, test and deliver one (1) Joint Surveillance
Target Attack Radar System (Joint STARS) E-8C, provide initial spares,
and associated data. Northrop Grumman will also refurbish a Government
furnished Boeing 707 aircraft and repair aircraft defects that are
discovered during refurbishment. Northrop Grumman is currently the
incumbent contractor. Statutory Authority is 10 USC 2304 (c) (1) as
implemented by FAR "only one responsible source." It is considered that
only SBMS has the requisite management, technical expertise, Joint
STARS expertise and resources to accomplish within current schedule and
budget constraints, the E-8C Lot VIII production effort. An Ombudsman,
Colonel Lee Hughes at (781) 377-5106 has been appointed to address
concerns during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to appropriate government personnel.
When requested, the Ombudsman shall maintain strict confidentiality as
to the source of the concern. The Ombudsman should only be contacted
with issues or problems previously brought to the attention of the
program manager and/or the contracting officer which could not be
satisfactorily resolved, or issues that require confidentiality. See
