618-256-9265 (i) This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
(ii) The solicitation number is F11623-99-T0403 and the solicitation is
issued as a request for quotation (RFQ). (iii) The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular (FAC) 97-10. (iv) This is a total
small business set-aside. The associated standard industrial
classification code is 3674 and the small business size standard is 500
employees. (v) There is only one contract line item number and the
quantity is one job. (vi) The description of this requirement is as
follows: Purchase one Eagle Optoelectronics, LLC's LightStation
Multilink 155/2000 Communication System with an Optical Management
Interface (OMI) or equal. The system must meet the following
specifications: dimensions are 300mm long by 300mm high by 650mm deep;
weight is 13.5 kg; operating voltage of 110 volts; power consumption
of a maximum 20 watts (including power for heater operation); range of
2000 meters; laser transmitter should have optical output signal power
of 20 miliwatts; the receiver should have optical input signal power of
-18 dBm and an APD photo detector; transparent protocol; 155Mbps
bandwidth; ST compatible optical system interface; fiber is 62.5/125
micrometers; input wavelength is 1350 nanometers; input power is -15
dBm; output wavelength is 1320 nanometers; and output power is -20 dBm.
This complete system should come with two link heads; two power
supplies; two mounts; and OMI software (which allows the remote and
on-line control of the wireless link connection). (vii) Delivery of the
equipment is f.o.b. destination to Scott AFB IL. (viii) The provision
at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to
Offerors -- Commercial, applies to this acquisition. Subparagraph
(b)(4) is changed to read: If quoting an "or equal" product, must
submit the technical specifications of product. Subparagraph (b)(5) The
terms of express warranty should be as follows: 2-year, 48-hour
replacement warranty with lifetime free technical support. Subparagraph
(b)(7) is changed to read: Any resulting contract will be subject to
FAR 52.232.33 Mandatory Information for Electronic Funds Transfer
Payment. (ix) The FAR provision 52-212-2, Evaluation -- Commercial
Items, applies to this acquisition. Paragraph (a) is supplemented to
read as follows: price and technical capability are the evaluation
factors. (x) A completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items, must be
submitted with quote. The provision may be copied from website
http://farsite.hill.af.mil/reghtml/far/52 000.htm. Quote will not be
considered without completed provision. (xi) The clause at FAR
52.212-4, Contract Terms and Conditions -- Commercial Items, applies to
this acquisition. (xii) The clause at 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items applies to this acquisition. The clauses at
subparagraph (b)(6), (b)(7), (b)(8), and (b)(9) of 52.212-5 are
applicable. (xiii) The clauses at DFARS 252.212-7000, Offeror
Representations and Certifications-Commercial Items, and DFARS
252.212-7001, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Applicable to Defense Acquisitions of
Commercial Items, apply to this acquisition. DFARS 252.225-7001 in
DFARS 252.212-7001 applies. (xiv) The Defense Priorities and
Allocations System (DPAS) does not apply to this acquisition. (xv) The
Commerce Business Daily numbered Note 1, 100% small business
set-aside, applies. (xvi) Quotes are due to this office NLT 4:00 p.m.
