The National Institute of Standards & Technology (NIST) is seeking to
purchase a liquid helium cryostat. An Adiabatic Demagnetization
Refrigerator (ADR) that has been previously designed and built by NIST
will be installed in the cryostat, and the entire system will be
installed on a scanning electron microscope. Because of the need to
have interchangeability between this cryostat and existing cryostats at
NIST, the design must be completely mechanically compatible with
existing hardware Detailed drawings of the cryostat can be made
available upon request. Requirements are 1)The cryostat must be less
than 30 inches in height and 20 inches in diameter. 2)It must weigh
less than 150 pounds. 3)The vacuum space between 4K and 300K must have
at least 0.75 inches of space along the length of the cryostat for
electrical wiring and mechanical connections. Details of electrical
rotary feedthrough hole requirements at 4K, 77K and 300K must be
followed and can be made available. 4)The cryostat must have a cavity
of approximate dimensions 6 inches diameter and 10 inches depth to
install an ADR. The cryostat must be able to support the weight of the
ADR, 40 pounds, at the 4K stage. 5)Two vacuum feedthroughs shall be
available near the location of the 4K stage. Mechanical design must
allow for radiation shields to be installed at 77K and 4K at the
location of the feedthroughs. Mechanical design must follow NIST
design. Interested sources proposing to supply an equivalent system
must submit a written qualification statement clearly establishing
capability to meet the above requirements with 15 days from the date of
the synopsis. In the absence of other qualified sources, it is the
intent of the Government to negotiate a sole source contract under the
authority of 41 U.S.C.253(c)(1) with Infrared Laboratories, of Tucson,
Az as this source is considered to be the only responsible source and
no other items will satisfy agency requirements. This procurement is
being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE
$100,000). This synopsis is issued for information only. No competitive
solicitation is planned. Information submitted in response to this
notice will be used solely to determine whether or not use of
competitive procedures to fulfill this requirement would be in the
Government's best interest and must address qualifications pertinent to
