synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation # 200-9-99 is hereby
issued as a Request for Proposals. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-10. This contract will be awarded full and open
competition. A firm-fixed price contract is anticipated. The Department
of Veterans Affairs, Austin Automation Center (VA-AAC), requires the
lease or rental of personal computer resources to include personal
computers (PCs), PC Servers, local area network (LAN) components and
cabling equipment, printers, and the technicians required to support
training events or classes sponsored by the VA-AAC. The PCs are
required to operate in a Windows NT environment. Software above and
beyond the NT operating system to be used for the training events will
be provided to the contractor by VA-AAC. These training events or
classes may occur at any place in the United States, but primarily will
take place in the Austin, Texas area. The VA-AAC plans to award a
single indefinite-delivery, indefinite-quantity contract for one year
of ordering with four option ordering years, with task orders issued as
required by VA-AAC, and a contract guaranteed minimum of $50,000 in the
first ordering year only. A major recurring event is the annual
Information Technology Conference (ITC). For this event the contractor
must set up and maintain at a high operational level LAN personal
computer equipment as detailed in floor layouts for all classrooms,
lecture halls, demonstrations and information/demonstration booths.
About 200 different training sessions for an estimated 2,500-3,000
conference attendees will be provided during this conference. This
training facility is currently at the Austin Convention Center located
at 500 E. Cesar Chavez Street, Austin, Texas 78701, but in option
years may not be limited to that location. Contract Line Items (CLINs)
to be quoted for each ordering period of the contract consist of the
following: CLIN 0001: Personal Computers: CLIN 0002: Personal Computer
Servers CLIN 0003: Local Area Network Components and Cabling CLIN
0004: Printers CLIN 0005: Technical Support The following FAR
provisions and clauses apply to this solicitation: 52.212-1,
Evaluation-Instructions to Offerors -- Commercial; 52.212-2,
Evaluation-Commercial Item. Evaluation criteria to be included in
paragraph (a) of provision 52.212-2 are as follows; (i) technical
capability to meet the Government requirement; (ii) price; and (iii)
past performance. Criteria (i) and (iii) are more important than price.
All offerors are to include with their offers a completed copy of
provision 52.212-3, Offeror Representations and Certification --
Commercial Items. The remaining FAR clauses applying to this
solicitation are 52.212-4, Contract Terms and Conditions -- Commercial
Items -- paragraph (c) of this clause will be tailored in accordance
with FAR 12.302 by deleting paragraph (c) text and inserting FAR
52.243-1, Changes (Fixed Price); 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items no clauses in paragraphs (b) or (c) apply to this
solicitation; 52.216-18, Ordering, with paragraph (a) from date of
award of the contract through September 30, 2004; 52.216-19, Order
Limitations, with paragraph (a) $1,000, paragraph (b) (1) $950,000.00,
(b)(2) $950,000.00, (b)(3) 30, and paragraph (d) 10; 52-216-22,
Indefinite Quantity, with paragraph (d) September 30, 2005; 52.217-8,
Option to Extend Services; 52.217-9, Option to Extend the Term of the
Contract, with paragraph (c) 6.5 years; and 52.232-33, Mandatory
Information for Electronic Funds Transfer Payment. Offerors shall
submit 3 references for evidence of performance within the past three
years involving the supply of equipment and technical support for a
conference of similar size and scope to the annual ITC described above.
Award will be made to the offeror that provides the best value to the
Government. Proposals shall include resumes of professional personnel
to be utilized on this project. Please submit five copies of offers to

by March 15, 1999, 3:00 p.m. CST. Offers/Bids received after the exact
