The US Army Communications Electronics Command (CECOM), Night Vision and Electronic Sensors Directorate (NVESD), Humanitarian Demining Office proposes a non-competitive acquisition with Raton Technology Research, Inc. of Raton, New Mexico, for the purpose of providing technological solutions for the enhancement of the prototype Electromagnetic Wave Detection and Imaging Technology (EDIT) mine detector. This item was developed under a previous contract for detection of buried metallic and non-metallic landmines under all types of weather conditions and in all types of terrain. This procurement is confined to Raton because the contractor provides the only available product that meets Government requirements, and Raton is the only known source of this product. The purpose of this procurement is to improve the probability of detection (PD) while reducing false alarms and to enhance the image on the current prototype. To do this the following improvements are required: 1) optimize EDIT detection sensitivity; 2) improve/adapt the real-time, closest approach, calibration, digital processing algorithms to enhance grayscaling of the acquired data for audio alarm and the graphical image display (the enhanced algorithms must be able to compensate for the sensor height variation and to improve the signal-to-noise ratio in the image, change image contrast, and apply edge detection to clearly define shape); 3) design and integrate X-Y-Z subsystem into the current prototype EDIT detectors; 4) integrate measurement electronics with graphical display to reduce the weight and power requirement; and, 5) integrate a continuous wave gradiometer metal detector into the EDIT mine detector. The contractor must build and deliver a new upgraded EDIT mine detector incorporating all enhancements mentioned above. Delivery/fielding and possible production of the technology is expected within eight (8) months after contract award. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully make the above enhancements to the EDIT mine detector may submit a quote that shall be considered by the agency. Responses should be no longer than five (5) pages. The resultant contract will be firm-fixed price. Responses are to be received via email within 45 calendar days of the date of this notice.
