This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number SSA-RFQ-99-0007 is issued as a Request For Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-10. THIS ACQUISITION IS A 100% SMALL BUSINESS SET-ASIDE. Quotations submitted by concerns other than small businesses will not be considered. The following provisions and/or clauses apply to this solicitation: 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5. The Social Security Administration (SSA), Harold Washington Social Security Center, 600 West Madison Street, Chicago, IL 60661, requires the services of a licensed audio engineer to perform an evaluation study of the auditorium sound system at the Harold Washington Social Security Center in Chicago, IL. The study will require the contractor to evaluate the present sound system and to make recommendations for enhancement of the system to meet the specific needs of SSA. The specific requirements of the enhanced sound system will be provided to the contractor by SSA employees during a face-to-face conference to be scheduled at the mutual convenience of the contractor and the Government. The contractor will be required to physically inspect the entire auditorium sound system as part of his/her evaluation. A written report assessing the current auditorium sound system and making recommendations for its enhancement will be required within 2 weeks after completion of the physical inspection and conference. This acquisition is restricted to the evaluation study only. The successful contractor will not be eligible to provide quotes for any subsequent purchases of equipment or installation services as recommended by the evaluation study. Offerors are requested to provide a single, fixed price quote for the completion of the study as outlined herein. All offerors are also required to provide 3 references of previous similar work. Award will be made to the offeror providing the best overall value, taking into consideration price and previous performance. In addition, all offerors must include a completed copy of the provisions at 52.212-2 and 52.212-3. Copies of these provisions may be obtained by calling 312-575-5513.
