The Defense National Stockpile Center (DNSC)is soliciting quotes (under FAR Part 12) from qualified offerors for sampling and chemical analysis of 200 lots of cobalt rondelles, granules, broken cathodes, cones, and lump stored in wooden kegs, drums, and boxes at Government depots in New Haven, IN; Point Pleasant, WV; Scotia, NY; Somerville, NJ; and Warren, OH. The Government intends to award a firm fixed price contract, based on best value, with a performance period of six months from the date of award. Samplers/assayers must be recognized Minor Metal Trade Association (MMTA) certified for cobalt. A certificate or other documentation must be provided to DNSC to be considered for contract award. In addition to the requirement for MMTA-certification, the remaining evaluation factors, in descending order of importance, are: past performance and experience, qualifications of key management and technical personnel, sampling and analytical methods, equipment, and price. All evaluation factors, other than cost or price, when combined are more important than price. Offerors are advised to review the solicitation carefully and to provide all requested information with their quote for evaluation purposes. The proposed contract is 100% set aside for small business concerns under SIC 8734; size standard of $5 Million. The solicitation is expected to be issued by the end of February 1999.
