are sought to provide Education and Training Services in accordance
with the following: On December 8, 1998 it was announced under the
direction of HQ/AFMC that the 66th Air Base Wing, Education and
Training Services was to be the subject of an A-76 Cost Comparison
Study. The Federal policy for the performance of recurring commercial
activities was established in the 1983 Office of Management and Budget
(OMB) Circular No. A-76, "Performance of Commercial Activities". The
intent of the program is to determine the most efficient and effective
method of providing service. The study will determine whether
commercial activities should be performed under contract with
commercial sources, or in-house, using Government facilities and
personnel. Based on this program, sources are sought for Hanscom's
Education and Training Services for the Electronic Systems Center, 66th
Air Base Wing, various units assigned to Hanscom Air Force Base, MA,
away-sites and geographically separated units. Any resultant
solicitation may include the following, subject to change depending on
varying mission requirements. Functions performed include: 1) Perform
education services management and operation, including processing Air
Force tuition assistance requests and professional military education
(PME) enrollment; 2) Provide guidance counseling services, to include
career and college/degree program counseling and Community College of
the Air Force (CCAF) counseling; 3) Administer civilian training
programs, to include the processing of DD Forms 1556; maintaining
long-term training programs; supporting locally-mandated civilian
training courses; 4) Administer formal training programs, to include
Defense Acquisition University programs, Undergraduate Pilot Training,
Squadron Officers School, Air Command and Staff College, and Air War
College; 5) Administer the installation small computer training program
to include scheduling and customer relations; 6) Maintain education and
training records and provide various records and reports. These
functions are integrated to provide complete education and training
support to Hanscom's customers while focusing on service to the
customer, to include timeliness and cost efficiencies. This requirement
services approximately 2600 military personnel, 2700 civilian
personnel, and military family members. The duration of this contract,
with all options, is anticipated to be five years. The government does
not intend to award a contract on the basis of this notification or
otherwise pay for any information or inquiry. This synopsis does not
constitute a request for proposal, and is not considered to be a
commitment by the government. Respondents capable of satisfying the
requirements stated herein should reply in writing within 30 days of
this publication to Marla Levenson, ESC/PKOB, 104 Barksdale St.,
Hanscom AFB, MA 01731-1806, with a narrative identifying the scope of
past and current services that they have contracted for within the past
three (3) years and describe their capability to perform the services
described in this synopsis. Describe previous experience in any or all
of the following: advisement of employees in development of individual
programs in the areas of career broadening, high school completion,
post-secondary education and remedial programs in basic skills;
previous experience in administration of tests for college credit,
interest inventory tests, administration of Myers-Briggs, aptitude and
ability testing and tests to determine academic strengths and
weaknesses (SAT, ACT, GRE, GMAT); and experience in post-secondary
program development based on results of needs assessments. Firms should
ensure their responses are complete and sufficiently detailed to allow
the Government to determine the firm's qualifications to perform the
defined work and business size eligibility. Respondents should address
government and non-government past performance. Contractors must
identify their business type (i.e. large business, small business,
small and disadvantaged business, 8(a) certified business, woman-owned
small business). Submit TWO copies of the requested information. SIC
Code 8299, Schools ad Educational Services, Not Elsewhere Classified
(N.E.C.), small business size standard $5.0M, will be used for this
acquisition. PLEASE NOTE: THE PRIMARY SOURCE OF INFORMATION REGARDING
