Development SOL 277-99-6031. The Center for Substance Abuse Prevention
(CSAP) anticipates awarding a contract for a base period of three
years, plus two 12 month options, as well 3 options per year to
increase the quantity of work in the areas of Site Visits, Technical
Assistance and Guidance Documents. CSAP anticipates that a successful
offeror will have extensive experience in alcohol, tobacco, and other
drug prevention strategies in prevention activities as they apply to
the States, to review State prevention systems and infrastructures,
develop guidance documents and State profiling system, plan workshops,
working sessions, and conferences, and develop and deliver technical
assistance (TA) to the States. Examples of possible technical
assistance deliveries includes, improve State sampling design for Synar
inspections, expand State community support strategies, assist in the
development of comprehensive media campaign for prevention, assist
States in assessing their prevention systems and infrastructures. For
performance of these objectives, the contractor should be knowledgeable
in the complex issues in the ATOD field, proficient in working with the
States and their populations, knowledgeable in state-of-the-art
community ATOD prevention theory and practice, knowledgeable in State
prevention systems and infrastructures, knowledgeable in developing
processes and procedures for conducting site visits and delivering TA,
knowledgeable in conference planning and logistics, knowledgeable in
data collection and reporting, and knowledgeable in the development of
guidance materials and research reports. The contractor should also be
skilled designing, modifying and delivering experiential
training/learning experiences using classroom, self-directed,
computer-based team learning and other innovative formats, skilled in
health communications, social marketing, technical assistance, and the
development, maintenance and management of computer database systems,
including the use of the World Wide Web for the dissemination of
products and information produced under this contract. The contractor
should also have established credibility with the State Directors and
national intermediaries in the ATOD field and extensive experience with
knowledge exchange activities as related to health issues. In addition,
contractor staff should demonstrate experience in evaluating ATOD
education and training curricula. The Draft Statement of Work will be
posted February 9, 1999 at the SAMHSA Web Site at
http://www.samhsa.gov. This Draft Statement of Work will be available
for review and comment until the release of the RFP. The estimated date
for issuance of this RFP is March 1, 1999 with responses due April 6,
1999. This solicitation may be obtained in either of two ways;
electronically, by downloading a file from the SAMHSA Web Site at
http://www.samhsa.gov or by mail. Files will not be made available on
the Web Site until on or after the estimated issuance date. Once
downloaded, you should determine if you have a continuing interest in
the RFP. If so, you should either write the individual identified above
that you wish copies of amendments to the RFP (if any) sent to you by
mail or check the Web Site regularly for amendments which will also be
posted there and can be downloaded electronically. You may choose
either method for obtaining amendments. Note, however, that if you rely
on the Web Site for obtaining amendments, at this time we have no way
to assure, and will therefore assume no responsibility for assuring,
you have downloaded these amendments. Requests for copies of the RFP to
be mailed must be made in writing. Requests will be filled on a
first-come, first-served basis until the supply is exhausted; however,
there is no assurance that copies requested after the twentieth day
will reach the requestor before the due date for receipt of responses.
