This is a combined synopsis/solicitation for transportation services (commercial items) prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This Request for Proposals(RFP) under N00033-99-R-5507 constitutes the only solicitation issued pursuant to the terms and conditions of MSC DRYTIME 98 (available from the MSC website www.msc.navy.mil under CONTRACTS/LIBRARY OF COMMON DOCUMENTS) and RFP Requirements (available from MSC website under ACTIVE REQUEST FOR PROPOSALS/TRANSPORTATION SERVICES). This RFP is for the time charter of a US Flag self-sustaining heavy lift vessel(s) to move oversized cargo between the US West Coast ports, Hawaii and the Far East. Charter will be for one (1) year with option to deliver after two (2) months, with one (1) one-year option. Vessel shall have a minimum of 20,000 sq. ft of clear, unobstructed, usable open deck space. Vessel must also have a minimum acceptable crane lift capacity of 175 metric tons, minimum bale capacity of 185,000 cu. Ft. and a minimum speed of 11 knots. Vessel must be capable of carrying M-140 containerized hazardous (radioactive) cargo. All lashing and securing for breakbulk cargo and containers to be provided by the carrier. Lashing gear for M1A1 tanks to be provided as government furnished equipment. US Coastwise trade rights are required. The Federal Acquisition Regulation 19.102 establishes the Small Business Size Standard for water transportation service as SIC CODES "4412" for water transportation services with a small business size dollar limitation of 500 employees.
