V -- CORPORATE CREDIT CARD PROGRAM SOL CC-99-Q-0002 DUE 022299 POC Boyd Greene, Contract Specialist -- (202) 874-5442 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is CC-99-Q-0002 and is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-09. This solicitation is issued under full and open competition. The Office of the Comptroller of the Currency (OCC) requires a qualified non-national bank source to establish a corporate charge card program for the travel expenses of 40 of its employees. Interested companies will be required to PROVIDE PRICING FOR LINE ITEMS: 0001 Corporate Card Program (Base Year); 0002 Corporate Credit Card Program (Option Year 1 -- 2000), 0003 Corporate Credit Card Program (Option Year 2 -- 2001); 0004 Corporate Credit Card Program (Option Year 3 -- 2002); and 0005 Corporate Credit Card Program (Option Year 4 -- 2003). DESCRIPTION OF REQUIREMENTS: The OCC requires a card with extensive world-wide acceptance, a choice of payment options, 24 hour customer service, an emergency assistance program, ongoing account representative support, MIS on-line reporting options, and ATM access availability. The Card Issuer shall not be a national bank. The card will be issued to approximately 40 employees. The base period of performance will begin upon contract award and will continue through the remainder of calendar year 1999. Option years will be awarded on a calendar year basis with the last possible date of performance occurring on December 31, 2003. TERMS AND CONDITIONS: The Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The Provision at 52.212-2, Evaluation -- Commercial Items applies to this acquisition. Applicable evaluation factors are: (1) Technical capability of the program offered to meet criteria listed in the "Description of Requirements." (2) Price, including any annual fees, and finance charges. Evaluation factors are listed in descending order of importance. Offerors are required to include a completed copy of the Provision at 52.212-3, Offeror Representations and Certifications -- Commercial items with their proposals. The Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this solicitation. The Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items, as well as the following Clauses incorporated by reference within apply to this solicitation: 52.222-3 Convict Labor; 52.233-3 Protest After Award; 52.222-26 Equal Opportunity; 52.222-35 Affirmative Action for Special Disabled and Vietnam Era Veterans; and 52.222-36 Affirmative Action for Handicapped Workers.
