labor, material and equipment necessary to repair a concrete floating
dock at Pier 101 at the U.S. Coast Guard Governors Island facility.
The work includes but is not limited to driving steel piles, installing
new pile guides and miscellaneous associated work. A one-time site
visit is scheduled for 10 March 1999 for which advance reservations are
required. Further information will be available in the RFQ. This
Request for Quotations is being issued pursuant to the Small Business
Competitiveness Demonstration Program and is open to both large and
small business participation. It is estimated between $25,000 and
$100,000. The applicable SIC Code is 1629. Bid packages will be
available on or about 1 March 1999 at a non-refundable charge of $15.

minority, women owned and disadvantaged business enterprises: the
Department of Transportation (OSDBU) has programs to assist minority,
women owned and disadvantaged business enterprises to acquire short
term working capital and bonding assistance for transportation related
contracts. This is applicable to any eligible prime or subcontract at
any tier. The DOT bonding assistance program enables firms to apply
for bid, performance and payment bonds up to $1 million per contract.
The DOT provides an 80% guaranty on the bond amount to a surety against
losses. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
