Contract Specialist, branstiterrn@nswccd.navy,mil. The Naval Surface
Warfare Center, Carderock Division, has a requirement to obtain an
advanced thermal destruction incinerator system for installation aboard
large US Navy Combatant Ships. This incinerator system shall consist of
commercial off-the-shelf (COTS) equipment that shall meet the technical
and operational needs of the U.S. Navy or be modified to do so. This
incinerator system shall include all equipment, controls, structure and
special tools and equipment associated with processing the solid waste
stream generated by large U.S. Navy ships. This processing shall
include the pretreatment, feeding, combustion, ash removal and exhaust
gas treatment that the incinerator system employs to meet the
specification. Shipboard integration efforts to implement this
incineration technology aboard ship, including waste staging, ash
storage, service connections and exhaust ducting, are not part of this
effort. The incinerator will be installed in the space vacated by an
existing MIL-SPEC incinerator that is currently aboard many U.S. Navy
warships. It is anticipated that the new incinerator will provide a
significant enhancement in performance over the equipment currently
employed, and will reduce overall solid waste management operating and
support costs. The system will undergo laboratory and shipboard
evaluations to verify the system's suitability for shipboard use. Its
installation is to be accomplished by the assembly of modular
components carried through ship hatches and passageways and without
incurring major impacts to ship architecture or causing loss of
habitable space. Once successfully developed, this technology may be
installed on several Navy platforms such as nuclear and non-nuclear
aircraft carriers, and large amphibious assault ships. All responsive
and responsible sources may submit a proposal which will be considered.
The contract type will be Firm Fixed Price, with the option to obtain
one (1) additional incinerator system. It is anticipated that the
solicitation will be issued on or about 15 March 1999, with the receipt
of proposals due 30 days thereafter. Copies of the solicitation can
